German Police Cannot Cope With Rising Crime Among Muslim Immigrants

On New Year's Eve, angry and frustrated young males attacked lots of defenseless women who were celebrating in the huge square in front of Cologne's famous cathedral. At least 1200 (!) women reported to the police that they had been victims of crimes committed by Arab or North African looking men. Over 500 women accused the perpetrators of sexual harassment or rape. The prosecutor is simply overloaded, as he now seeks to prosecute 200 illegal Muslim immigrants, most of whom are from Algeria and Morocco. This number will rise very soon.

On July 7, 2016, a German court in Cologne convicted two of the perpetrators.Both the 20-year-old Iraqi Hussein A. and the 26-year-old Algerian Hassan T.received a one year suspended sentence. On New Year's Eve Hassan T. had threatened a male companion of two women telling him: "Give me the girls, give me the girls – or death," "Der Spiegel" reported. Hussein A. licked a woman's face against her will.

On the same day that these two perpetrators were convicted, the German parliament in Berlin passed new laws on tougher rules against sex crimes and on the integration of immigrants. According to the new and tougher rape law groping is now classified as a sex crime if a woman clearly says "No." "No means No," even if she is taken by surprise, "Al Jazeera" reported. And "it is illegal to be part of a group committing assaults in a crowd – rather then requiring proof that a specific person attacked a victim." The new legislation also makes it easier to deport foreign nationals who commit sexual offenses.

Last year, about 1.1 million asylum seekers arrived in Germany and most of them were Muslims from the Middle East, Afghanistan and North Africa. On too many occasions the police had to intervene because fights had broken out in refugee centers or women had been raped by young Muslim males. Muslim converts to Christianity as well as Christian asylum seekers from the Middle East and Iran received death threats from fellow asylum seekers who were Muslims. The happened, for example, in Berlin and Hamburg. Some of these Christian asylum seekers had to go into hiding. This is still going on unabated.

That is why the German parliament belatedly adopted the new "law on refugee integration." It is no longer the refugee who decides where he wants to live, but the authorities. In the past too many Muslim immigrants showed a distinct preference for living in overcrowded immigrant neighborhoods of big cities – thus creating ghetto's where crime is rampant. It is also obligatory to follow"integration courses." Those who refuse do so will be sanctioned, the new German law stipulates.

In October 2015, a female German police officer named Tania Kambouri published an alarming book on crime among Muslim immigrants, especially among Turks, Arabs, Kurds and Lebanese. Her book "Deutschland im Blaulicht – Notruf einer Polizistin" ("Germany in the Shine of the Flashing Blue Light – Emergency Call of a Policewoman") is a bestseller in Germany (ninth edition in 2016). Kambouri is a hardworking second-generation Greek immigrant who was born in the German city Bochum in 1983.

She claims that Germany has changed since the arrival of so many Muslims from Turkey and the Middle East. She further claims that even many third-generation Turkish immigrants behave very badly. In Berlin alone about 80 percent of the violent juvenile offenders are of Turkish or Arab descent (page 74).

She describes on page 61 how a ten-year-old Turkish shop-lifter was caught red-handed. Tania and her colleague took him to the police station and informed his parents who arrived after a while. But Tania was quite surprised when she noticed that the boy's Turkish mother did not rebuke her son but flattered him instead. The spoiled boy even showed contempt towards his mother and the father hardly said anything. According to Kambouri this attitude is very typical for large Turkish and Arab families where boys are spoiled and treated as "pashas," while women are seen as second-class citizens or worse. This is part of their patriarchal and honor culture, Kambouri writes. It is "Machismo." She writes that "honor culture" is a very important factor to take into account if you want to explain crime among Muslim immigrants, also among Muslim refugees.

Young Muslim males frequently lash out against police officer Tania Kambouri, even when she is wearing her uniform. They use offensive language, for example: "Verpiss dich, du Schlampe," ("Piss off, you tart"). She has also been beaten up by young aggressive males, just because she is a woman. They frequently spit in her face, and just recently a man even bit off the tip of her pinky.

Kambouri describes how the understaffed police cannot cope any longer with rising crime among immigrants of Turkish or Arab descent. Large Turkish and Arab or Lebanese families control whole neighborhoods in Berlin, Bremen andcities in the Ruhr region. These so-called "clans" and their criminal structures are more powerful and better armed than the police. The police link them to drug trade, armed robberies, prostitution, sex crimes, violence against persons, plain murders and extortion (p. 89) They don't go the German courts, they prefer their own ruthless "parallel justice system" instead. They refuse to talk to the police or simply lie when they are interrogated, also in the courtroom. It is not very different from the Italian mafia and their Omertà (code of honor that places importance on silence). Apart from Turkish immigrants most of these notorious criminals are Lebanese or stateless Palestinians whose applications for asylum have not been granted, but who cannot be expelled. Children are encouraged by dominant fathers to start their criminal careers when they are still quite young (page 88).

Kambouri also describes how large Muslim families prefer oppressive sharia law to German law. This is part of the parallel justice system (pp.102-112).

Kambouri finally warns that the rapid influx of refugees from the Muslim world will pose new and huge challenges in the future (p. 85). She describes how the police had to intervene when Algerian asylum seekers were fighting amongst each other. One of them was seriously injured and had to be taken to a hospital. "While we were taking further measures to restore order, a lof of ("etliche") Algerians spat on the ground, lashed out against the ‘fucking police.'" When police officer Tania Kambouri told one of the men to calm down, he called her "a bitch." He was upset because a female police officer told him to stop his aggressive behavior. Fortunately, she was not the only police officer on the spot and a colleague of hers took this violent Algerian asylum seeker to the patrol car (pp. 157, 158).

Official statistics on crime among Muslim immigrants

In 2009, there were about 4.3 million Muslims in Germany, and 63.2 percent of them were Turks. After about one million Muslim asylum seekers entered Germany in 2015, the number of Muslims rose to more than 5 million. If the applications for asylum of those who arrived in 2015 and 2016 have been granted, they will be entitled to family reunification so that there could be three million more Muslims in Germany in a few years.

We are talking about large families and lots of children.

According to police statistics from the "Bundeskriminalamt" (BKA) or Federal Crime Agency, 83,472 Turks, 29,501 Syrians (nearly 30,000!), 17,608 Eritreans, 13,385 Afghans, 9,895 Iraqis, 7,540 Algerians and 7,465 Iranians were suspected of having been involved in a crime in Germany in 2014. But Tania Kambouri warns that these statistics are not complete. Immigrants who possess German passports are counted as Germans. And 45 percent of the Turks in Germany possess German passports. In other words, crime among Turks in Germany is even higher than the BKA report says.

And the BKA report over 2015 is also not complete. The German authorities have a backlog because of the unprecedented number of asylum seekers that year. There were an additional 400,000 illegal immigrants in 2015!

In 2015 there were 73,712 Turks, 14,349 Syrians, 11,745 Algerians, 11,521 Moroccans, 10,032 Afghans, 8,785 Iraqis, 5,679 Iranians and 5,453 Tunisians who were suspected of having been involved in a crime. There are also asylum seekers who were suspected of a crime last year, among them 10,348 Syrians, 9,769 Albanians, 8,430 Algerians, 6,852 Kosovars, 5,927 Afghans, 5,547 Moroccans, 3,625 Iraqis and 3,371 Somalis.

Raheem Kassam and Chris Tomlinson make the following interesting observation: "And of migrant crimes specifically, Syrians top the list of migrant crimes that are not related to border controls, with a total number of 10,348 individual offenses in 2015." "Male crime is stagnant amongst Germans, but when migrants are added, the male crime goes up 12 percent, with female crime rising just 6 percent. This reflects the fact that most migrants into Europe were young men."

Tania Kambouri's fear that the rapid influx of Muslim immigrants in 2015 leads to unprecedented problems is fully justified. Her alarming book was recently translated into Dutch. She was then interviewed by a number of Dutch media. (I mentioned her book already in PipelineNews in January 2016.) Jan Struijs, the new chief of the Dutch Police Union NPB, told the Dutch current affairs program "1Vandaag" (TV) that police in Holland face similar problems as their German colleagues.
