FIOE & the European Council for Fatwa and Research : "Introducing Islam and it's values to Europe"- via suicide bombings and burning cities

MIM: United Europe may only be a question of 5 years when demographically some cities in Europe could become predominantly Muslim.

MIM: These excerpts from the mission statement of the Federation for Islamic Institutions in Europe spells out their intentions to change the European Union into the European Ummah. The Dawah and Introduction of Islam Department located in Milan, Italy, is a tacit reference to Jihad through conversion and the resulting Islamisation of Europe.

MIM: Futher establishing the Islamist bona fides of the FIOE is the central organisation the European Council for Fatwa and Research which is lead by Sheik Yusuf Qaradawi, aka the 'Terror Theologian' who runs their . Qaradawi is known for his fatwa condoning Muslim women to fulfill their religious obligations by becoming suicide bombers. Al Qaradawi also spreads his poison in the US via the Al Qaeda linked ICNA (Islamic Circle of North Ameria), and its affiliate MAS (The Muslim American Society), where he sits on the board of trustees.

European Council for Fatwa and Research:

The ECFR is considered to be a prominent central organization of FIOE; and consists of a number of scholars who reside in Europe as well as others who are familiar with the conditions of Islam and Muslims in Europe. Those scholars belong to various schools of Islamic jurisprudence and thought. The Council held its fourth session in Dublin, Ireland and has become fully established as a chief religious authority for Muslims throughout Europe. Dozens of questions and issues are raised before the Council, all of which are concerned with aspects relating to Muslims existence and settlement in Europe and which require thorough examination and consideration prior to issuing Shari'a fatwas in their concern. The president of ECFR is His Eminence Shaykh Yusuf Al-Qaradawi

MIM: The FIOE mission statement details how Muslims plan to bring Islam to Europe by radicalising those already there and strengthening ties to those abroad - in preparation for a global Jihad and D'awa offensive. As Dr. Daniel Pipes pointed out in his most recent article "Reflections on the Revolution in France", the Islamisation of Europe can come about in several ways:

"...Another method of jihad: Indigenous Muslims of northwestern Europe have in the past year deployed three distinct forms of jihad: the crude variety deployed in Britain, killing random passengers moving around London; the targeted variety in the Netherlands, where individual political and cultural leaders are singled out, threatened, and in some cases attacked; and now the more diffuse violence in France, less specifically murderous but also politically less dismissible. Which of these or other methods will prove most efficacious is yet unclear, but the British variant is clearly counterproductive, so the Dutch and French strategies probably will recur..."

MIM: The FIOE 'template' for Jihad in Europe.

The FIOE is founded on a set of principles, which may be summarized as follows:

  1. The primary sources for the clear understanding of Islam is the Holy Quran and the prophetic heritage as well as the consensus of the Scholars, without creating any prejudice or inconvenience. Our approach combines authenticity with flexibility and revival.

  2. Islam is a holistic world view, which directs the efforts of individuals, families and groups towards serving all walks of life. Islam also aims to free the human mind and welcomes the common good regardless of its origin.

  3. A holistic education system is necessary, whether spiritual or intellectual, for creating a strong individual. This is based on accurate understanding of Islam achieved through the framework implemented by member organizations.

  4. The organizational Islamic work, based upon truth and sincerity towards Allah the Almighty is a necessity. It must also be based upon genuine ties of brotherhood between all those involved, the correctness and accuracy of implementation and planning as well as upon a firm commitment to the aims coupled the sacrifice and steadfastness.

  5. Introducing the values of Islam with the best manners, is a necessity that must be facilitated for.

  6. The FIOE rejects all methods and means of compulsion, forced compliance and violence. It believes firmly that dialogue and bridge building are the means and methods to be pursued. The FIOE also believes that all matters of disagreement can be resolved through scholarly study free from any tendencies that reflect fanaticism and bigotry.

  7. The FIOE strives to achieve coordination and communication amongst Islamic establishments working on both the European and international arenas in order to realize and fulfill common aims and objectives. Reaching a consensus on small details of Islamic Jurisprudence is unrealistic, and thus such difference is acceptable and must never constitute a premise for divergence among Muslims as the Islamic faith absorbs a wide range of views and stances.

  8. Based on Islam's gracious teachings, about contributing to the welfare of humanity, the FIOE strives to perform a civic role throughout Europe and to contribute towards all aspects of European civil life in a manner that realizes the common goal of European societies.

  9. The FIOE encourages and strives to achieve positive integration of Muslims in European societies, in a manner which collates between preserving the unique Islamic identity and enjoying and fulfilling the implications of full and complete citizenship rights and privileges, all in the manner which best achieves the common good and realizes the principles of stability and social harmony.

  10. European Muslims have devotional links and retain family roots in the Muslim World, thus the FIOE plays an advocacy role on issues pertaining to the Muslim World by promoting its rights in a wise and appropriate manner, whilst observing the principle of priorities and coordinating various declared interests.

  11. The FIOE strives to play a bridging role through which continuity between Europe and the Muslim World may be enhanced in order that mutual interests, positive cooperation and world peace may be achieved.

  • To consider the interests of Islam and Muslims in Europe to be above any nationalistic, partisan or sectarian tendencies.

  • Aiming to establish cooperation and approximation with all those who work sincerely in a manner which agrees with the aims and objectives of FIOE; and to work towards establishing relations of friendship and cooperation with all those who strive for the sake of Islam, away from any conflict or disagreement.

European Institute for Human Science:

This is considered to be one of the most prominent successes of FIOE, as the Institute in France consists of 4 establishments:

  • The European College for Islamic Studies

  • The Institute for Learning the Holy Quran

By the grace of Allah Almighty, a branch of the Institute was opened in the United Kingdom in November 1999, which consists of establishments parallel to that of France. Also, a branch of the Institute was opened in Paris in September 2000

European Council for Fatwa and Research:

Association of Muslim Schools in Europe:

This Association was established in Sweden and consists of educational establishments and private Islamic schools as well as schools attached to Islamic centres in various European countries. The FIOE is working tirelessly throughout this session to develop and enhance the performance of the Association.

European Association of Media Personnel:

This establishment falls under the umbrella of the Media Department, and strives to enhance the participation of Muslims in European culture and media. It also works to encourage cultural exchange and dialogue in Europe as well as representing the interests of members and upholding the freedom of the press and media.

The FIOE is working to establish a Coordination Council, which along with the FIOE consists of other main Islamic organizations in an attempt to achieve a more comprehensive representation of Muslims in Europe.


Islamic Schools:

In order to preserve the identity of new Muslim generations in Europe, the FIOE seeks to establish Islamic schools and institutes. The FIOE is also working hard to prepare educational syllabuses for Muslim children in Europe of all ages and levels.

Al-Europiyya Periodical:

To ensure the continuation of publication of Al-Europiyya, which is a unique forum for covering the affairs of Muslims in Europe and acts as a link between them and their fellow Muslims throughout the Muslim World. The FIOE also strives to establish a specific trust for this project solely, so that it can develop and grow both from the design and content points of view.

Civilizational Continuance:

The FIOE aims to organize Islamic, cultural and intellectual seminars and conferences in order to enhance communication with the European society and remove misunderstandings and misrepresentations of Islam and Muslims, by promoting the true image of Islam to the different sectors of societies.

The FIOE is working on dozens of other projects of educational, cultural, intellectual and youth nature, in order to enhance and promote Islam and Muslims in Europe, protect their interests and uphold their rights.

MIM: After the July 7th bombings the FIOE issued this 'boilerplate' statement about some unspecified 'attacks' with the prerequisite adjectives and expressions like 'shock; despicable,criminal,heinous, (twice) and "attacks which shock the world". Of course the words Muslim, Islam, and terrorist were not used. It also ominously referred to "Muslims in Europe and Britain standing shoulder to shoulder with their respective country folk".

FIOE: London Attacks A Shock to All Decent People

The Federation of Islamic Organisations in Europe was shocked by the despicable attacks on London today; Thursday 7th of July 2005. Such criminal acts that have claimed the lives of and injured many innocent people will undoubtedly be deplored by all.

FIOE also emphasises that this heinous attack, which shook the world, is to be rejected according to all ethical, religious and humanitarian values and must be denounced and condemned in no uncertain terms.

The President and Executive Committee of FIOE express their heartfelt condolences for those killed in the attacks and to the government and people of the United Kingdom and its prayers that the injured get a full and speedy recovery, and stresses that the thoughts and prayers of British and European Muslims are with them during these difficult times.

Indeed Muslims in Britain as well as across Europe stand shoulder to shoulder with their respective country-folk in order to achieve the best interests of European societies and safeguard their respective safety, security and prosperity, and continue to reject violence and terrorism in all their shapes, forms and manners. Indeed Islam rejects entirely the shedding of innocent people's blood and considers this a heinous crime, as clearly stated in the Holy Quran and all Islamic scripts.

Caliphate should be our vision

It came as news to many Muslims, and probably non-Muslims too, that one of the things "fundamental to our civilisation" is opposing the recreation of the Islamic caliphate. That is according to Home Secretary Charles Clarke in a speech recently while an honoured guest of the neocon Heritage Foundation in the US.

It follows hard on the heels of similar comments made by both Tony Blair and George Bush. The remarks have not been reported widely, but with such luminaries pushing the policy in recent months there must be significance to the words.

The institution they attack is the idea of leadership of the Muslim world, which was destroyed in 1924 after about 1350 years. The centre of this power moved around in that time, resting in Istanbul at the time of its destruction. In truth, the institution had decayed and was teetering on the brink for a while before it was finally put to the sword by Ataturk.

In its dynamic period, the Islamic caliphate had enjoyed great civilisational success, leading the world in the fields of science, philosophy, law, maths and astronomy. The rot which affected the leadership went hand in hand with the decay in science, technology and prosperity.

Since then, the Muslim world has had artificial lines drawn all over it, most notably by Mr Sykes and Mr Picot. The borders were defined for the colonial masters to extract what they needed and to keep the natives divided. The West is still determined today to defend these borders come what may.

However, if Bush and Blair are serious about seeing reform in Muslim countries, it must include not just democratic reform, but also economic development. As the people of the United States and the European Union know, creating economic blocks to allow this to happen is an imperative. No one argues that each federal state would be better off on its own not being part of the US. The EU managed to bring together a war-ravaged continent, on the basis of economic cooperation, which has led to further union, notably in the area of law. India and China are emerging economically because of their size, an advantage the Islamic world also enjoys if united.

There can be no doubt that there will eventually be on the table a similar model for Muslim countries. Both the US and EU are unique structurally, and so will be any Islamic model. Instead of a President or a Commission there may be what is called a Caliph. We shouldn't be alarmed about names, it's what the institutions do that matters.

There is no point in comparing the Caliphate that could be implemented in future to one that has gone in centuries past. In Britain, many of the same institutions like the monarchy have existed for centuries, but bear little resemblance today to what's gone before in practice. The Pope is not the same today as 1000 years ago either.

But what about the issue of shariah? Opposing it is also one of our raison d'etre according to Clarke. The aim of Islamic law, despite popular belief, is not punishment by death or amputation of body parts. It is to create a peaceful and just society, with Islamic scholars over centuries citing its core aims to be for every man and woman: the freedom to practice religion; protection of life; safeguarding intellect; maintaining lineage and right to property. This could be the basis for any future Islamic bill of rights or rights convention.

These principles don't seem dramatic and far flung, or even dissimilar to those in the West, and I'd like to know why Bush, Blair and Clarke oppose them so vehemently. Their stance belies their claim that they differentiate between Al-Qaeda and Islam as a religion, giving added credence to those who believe they have a war against Islam.

The irony of Clarke's speech was that it was about creating global security. The lack of legitimate leadership, coupled with a sense of humiliation, has meant there is widespread political instability in the Muslim world leading to the turbulent world we see today. The naked self-interest of divide and rule has backfired.

The vision painted here and shared by Muslims worldwide, is one very far off. Right now, even talk of bringing down trade barriers and free flow of people across Muslim states seems radical. But it still should be a vision, and one actually set by the US and Britain if they are sincere about the development of the Muslim world. The return of a strong Muslim civilisation would be for the betterment of the whole world, peaceful in itself and with others, and the fruit of democratic and prosperous people within it.
