Not to mention the simple demands of maintaining that surveillance stretches counterterrorism resources thin. Let's say that all 100 come back and none of them get involved in terrorism. The manpower involved in keeping tabs on them diverts resources from tracking other terrorists and makes it more likely that they'll succeed. If a 1,000 Muslim settlers in America go to Syria and return, the amount of resources required can enable a dozen terrorist attacks to take place in the shadows. So even if the Jihadists don't do anything in America, they are still diminishing our ability to stop the next bombing spree. The only answer is to denaturalize all Jihadists. Ted Cruz and Michele Bachmann are trying to do that over Democratic opposition.
