Israel to deal with Hamas linked officials - Civil administration says aid non partisan -while Hamas denies state's existence

MIM: The war on terror has suffered another setback as the Israeli government makes a suicidal decision to allow the IDF Civil Administration to work with Hamas city councils. The Arabs have everything to gain, and figure they should profit from Israeli help until the time comes when they turn on their benefactors. In an even more alarming development Israeli officials have decided to allow the terrorist thugs of the PA to patrol with their rifles, despite the failure to rein in terrorism.

Defying the government's much-publicized stance against any cooperation with Hamas, the Civil Administration is set to begin working with the newly elected Hamas-run municipal council in Kalkilya as early as this week.

And Hamas-linked officials say such interaction has recently featured elsewhere at the municipal level.

The Civil Administration is a branch of the IDF tasked with managing the civil affairs for Palestinians living in Israeli-controlled sections of the West Bank, but it also acts as a liaison between Israel and Palestinian-controlled cities and towns.

Hamas does not recognize Israel's right to exist and, officially at least, Israel has refused to deal with the Islamic terrorist group in any capacity.

Hamas West Bank leader Sheikh Hassan Yousef told The Jerusalem Post on Monday that some relations were formed a month ago between Hamas mayors and Israeli mayors at a conference of municipal council heads in Jericho.

Earlier, Yousef was also quoted by Israel Radio as saying, "There is no alternative to contact with the Israelis when we are speaking of ongoing civilian affairs for the sake of the welfare of the inhabitants."

He also told the Post that all contact between Hamas officials and Israelis "must be done under the patronage of the PA's Ministry of Local Government."

Last week, Foreign Minister Silvan Shalom urged Israel not to carry out the disengagement plan if Hamas wins a majority of votes in elections for the Palestinian Legislative Council, slated for mid-July. Shalom said "it would be impossible to move forward [in the peace process] with a movement that is seeking to destroy us."

Asked for clarification, Mark Regev, the Foreign Ministry's spokesman said, "Israel does not talk to Hamas. Hamas is the enemy. That is the policy of the government." Pressed to state whether or not the Civil Administration's contacts with Hamas were acceptable, Regev simply repeated that Israel does not talk with Hamas.

Meantime in Kalkilya, where rumors circulated Monday of regular talks between Israel and Hamas-related officials, Yasser Jahidi, a Hamas-affiliated member of the municipal council, said, "I hear that Civil Administration has started calling the Hamas municipal councils in the [West Bank]. And we intend to cooperate with everybody."

"We are part of the service sector," explained Jahidi, "and therefore for the sake of our people we must cooperate [with the civil administration]."

Hamas swept the Kalkilya Municipal Council elections on May 5, taking all 15 council seats. Its mayor, Wajia Nazal, is a known Hamas activist currently in administrative detention in Israel. He was appointed mayor by his peers in absentia.

Last week Suleiman Shalaldah and Yousef Halayka, recently elected Hamas-affiliated mayors of the Hebron area towns of Sair and Ash-Shiuch respectively, told The Jerusalem Post that they "have no problem dealing with Israel if need be."

Shalaldah added that "we are now part of the PA and thus will act accordingly to instructions from above."

Civil Administration spokesman Lt. Adam Avidan said that while Kalkilya's Hamas-run council has not yet taken office, the Civil Administration has no orders to change policy at the time of the turnover later this week. He added that for his organization neither personality nor party affiliation matter. "We do not care who our contact man is [on the Palestinian side], if he is dealing with Civil Administration on work issues."

The Civil Administration's jurisdiction in dealing with the Palestinians, Fatah and Hamas officials alike, applies only to issues of sewage, water, electricity, humanitarian assistance, education, welfare and commerce. Diplomatic talks however are not being conducted, Israeli military and government officials insisted.

Israel's Civil Administration also acts as the liaison between Palestinian officials and Israeli officials and companies. "At no period during the intifada," said Avidan, "did the connection [between the Civil Administration and the Palestinians] cease." Even during Operation Defensive Shield in April 2002, when Israeli-Palestinian violence reached a bloody peak, the Civil Administration was charged with delivering oxygen tanks and cooling systems to Jenin hospitals.

"So if a water main in a Palestinian area breaks," he continued, "we call Mekorot [Israel's water authority] which sends in local contractors to fix it."

"But we have our red lines," said Avidan. "We will not deal with any elements that support terror."

Israel Allows PA Forces to Patrol With Assault Rifles

PA paramilitary forces who fought IDF troops in recent years are back in action-- with assault rifles. Israel has approved their deployment, despite the PA's failure to crack down on terror.

Despite the PA's lack of compliance with the Road Map and Israel's demand that it seize illegal weapons held by terrorists, Israel has approved the deployment of hundreds of armed PA paramilitary police in Jericho and Tul Karem. These are two Arab-populated cities recently handed over to PA control.

The stated purpose of the troops is to fight crime in PA-controlled areas. They will be uniformed and carry assault rifles. In Hevron, Israel reportedly will allow them to carry only pistols, should that city be handed over to PA control.

Both Prime Minister Sharon and Defense Minister Mofaz have said that they will not authorize the handover of additional Arab-populated towns and cities in Judea and Samaria to PA control until the PA starts to crack down on the terrorists and seize their weapons.

Analysts said, however, that the approval of the deployment of paramilitary forces is a signal of Israel's willingness to move forward with additional handovers, despite the PA's lack of compliance with Israel's demands.

"There are no scenes of piles of weapons brought in by wanted men, but rather the acceptance of the wanted men, with their weapons, into the Palestinian police," a PA source told Haaretz.

Of those wanted men, many have reportedly signed pledges not to be engaged in terrorist activities. Most of them have also pledged not to erase the serial numbers on their weapons. The weapons were originally registered by Israel and given to the PA, so guns found in terrorists' hands can be traced by their serial numbers - showing whether the weapons came from the PA.

When Israel entered PA-controlled cities during the recent years of the Oslo War, the Arab paramilitary forces fought the IDF, resulting in numerous casualties. The IDF has warned that should it have to re-enter a city to fight terror, the PA should confine its troops to their bases. The IDF has been issued special rules of engagement to avoid harming PA troops.

The IDF has not totally ceded its prerogative to act in these cities when necessary, as it has "no illusions" that the armed PA troops will prevent terrorism, an IDF source said. But it is felt that they will provide some semblance of deterrence and lawfulness.

The general closure of the Judea and Samaria regions that was imposed over the course of last week's holiday period was removed this morning - but not everywhere. The IDF announced that specific information had been received indicating the intention of terrorist organizations to carry out attacks in the heart of Israel, and that the closure was left intact in the northern Shomron. The lifting of the closure allows PA workers and merchants to once again cross into and work in pre-1967 Israel.

In Palestinian terror attacks today and yesterday: Four Israeli workers were wounded this afternoon by an anti-rocket fired at an IDF position near Rafiach in southern Gaza... IDF soldiers thwarted an attempt by three Arabs to cross the Gaza fence into the Negev. Some 64 such attempts have been thwarted this year... A terrorist from the village of Abu Sif was arrested while planning, together with other Jerusalem-area terrorists, a series of attacks against Israel...

An Arab from the Negev stabbed two women in Be'er Sheva this afternoon, killing one of them. The two are his former live-in partner and her 47-year-old mother. The older woman died of her wounds. The murderer stabbed them both over a disagreement regarding custody arrangements for his and his partner's three-month old daughter. He arrived at their home, stabbed the women and then ran off with the baby. Police know the murderer's identity, and are in pursuit.

PA TV Sermon: Subjugate Christians, Exterminate Jews!

A sermon broadcast last Friday on PA (Palestinian Authority) television called for the subjugation of all Christian countries under Islam and the extermination of every Jew.


The Moslem cleric, Ibrahim Mudayris, told his Arab audience, "The day will come and we shall rule America, Britain, we shall rule the entire world, except the Jews." He explained that, unlike the Christian countries, Jews cannot be placed under subjugation. He told PA television viewers that the only fate awaiting Jews is death by extermination.

The sermon's content clearly indicates that the PA under Mahmoud Abbas has not met its commitment to stem anti-Semitic and anti-Israel incitement in his media. The cleric's sermon was as virulent and hateful as any of the Jew-hatred published by the Nazi German regime, making the Palestinian Authority one of the primary proponents of anti-Semitic propaganda in the world today.

In the sermon, which was translated by Itmar Marcus and Barbara Cook of Palestinian Media Watch, Ibrahim Mudayris reiterated many of the oft-repeated PA justifications for the anticipated genocide, including the following hate message:

* 1. The Jews have inherently evil character traits that Muhammad warned Muslims about in the Koran.
* 2. The Jews have been the source of conflict throughout all of history: "The Jews are a virus similar to AIDS, from which the entire world is suffering."
* 3. The persecution of Jews throughout history is presented as a natural response of self-defense by numerous countries against the evil of the Jews. Britain, France, Portugal, Czarist Russia, Nazi Germany, all persecuted and/or expelled Jews – as acts of self-defense and revenge.
* 4. Zionism was created by Britain in order solve its Jewish problem by sending them to Israel.
* 5. God has predetermined that the Jewish problem will be solved with the extermination of the Jews.
* 6. God has predetermined that the Christian-Islam interactions will end with today's Christian countries coming under Islam rule.
* 7. Israel has no right to exist and will be destroyed.

A partial transcript of the sermon reads as follows:


"...Had Allah not protected your Beloved, he would have been a victim of the Jews' treachery, he would have been one of the thousands of prophets that were murdered by the Jews… This [May 15, the day the PA marks Israel's Independence] is the hardest day of remembrance for the Palestinian people … because with the loss of Palestine, the Arab nation was lost, and with the establishment of the false State of Israel, the whole Muslim nation was lost.

"With the establishment of the State of Israel, the entire Muslim nation was lost because Israel is a cancer that spread in the body of the Islamic nation; because the Jews are a virus similar to AIDS, from which the entire world is suffering. This has been proven in history. Read the history! I don't want you to read the Koran, because the Koran is clear and permanent and we all believe it, but for those who do not believe the Koran, we say to them: read the history...

"You'll find that Jews behind every conflict on Earth. The suffering of nations? The Jews are behind it! Ask Britain! What did it do to the Jews at the beginning of the sixth century? What did they do to the Jews? [They] chased them down them, made them suffer, and prevented them from entering for more than 300 consecutive years...

"Ask France what it did to the Jews! They made them suffer, chased them down and burned their Talmud, for the conflicts that they [i.e. Jews] tried to ignite in France in the period of Louis XIX. Ask Portugal what it did to the Jews!

"Ask Czarist Russia - who hosted the Jews and they plotted to murder the Czar! And they were massacred again and again. Don't ask Germany what it did to the Jews, since the Jews are the ones who provoked the Nazis so the world would go to war against it.

"The Jews did not have a national home on this earth because they are liars! They are liars if they say that the establishment of a national home in Palestine appears in their faith. They were never interested in and never considered the establishment of a national home in Palestine itself. They were interested in a national home in any place at all, any place at all...

"Britain is the one that promised them the establishment of a national home on the land of Palestine. Why? Because Britain was disgusted by the Jewish presence there, in Britain, and wanted to be relieved of them, and therefore promised to establish a national home in Palestine…

"The Palestinian nation is the strongest on earth. Look at all the civilizations! Look at all the states! Look at all the civilizations and forces and empires. Where did Great Britain disappear? Where did the Czar's Russia disappear? Where did France, which almost ruled the world, disappear? Where did Nazi Germany, which massacred millions and ruled the earth, disappear? Where did all those forces disappear? In Allah's will, He will get rid of the USA like he got rid of them. He caused Russia to disappear within a day, and He is the one Who can remove the USA and bring it down, and so He shall do it, in Allah's will...

"We [Muslims] have ruled the world [in the past] and a day will come, by Allah, and we shall rule the world [again]. The day will come and we shall rule America, Britain, we shall rule the entire world, except the Jews. The Jews will not live under our rule agreeably permanently, since they have been treacherous in nature throughout history."

PA TV Continues Incitement Against Israel and the US

Official Palestinian Authority (PA) sponsored television broadcast a sermon this past Friday that accused Israel and the United States of seeking to conquer the Arab world.

"Our enemies want to occupy Arab and Islamic lands, under their leadership," Sheikh Ibrahim Mudeiris declared in his weekly sermon. The imam (Islamic preacher) is on the payroll of the PA, according to Hebrew University Professor and Arab Affairs expert Dr. Michael Widlanski, who translated the sermon.

Therefore, the speech was essentially broadcast and financed by the PA, whose chairman Mahmoud Abbas (Abu Mazen) has repeatedly stated his committment to eliminate incitement against Israel and the US.

"Our enemy has become strong and fed on us like prey in our lands, in the East and in the West, because we are weak, and our only strength lies in the Koran," Mudeiris said in his speech.

Mudeiris also declared that the "enemy" had deliberately tried to cause "civil war" among the Arab world. Abu Mazen himself last month told Egyptian journalists that any attempts to reign in terror groups would lead to "civil war."

The Islamic preacher did not mention America and Israel by name, referring only to the countries as the "occupiers." The term "occupiers" is a word used in the Muslim world for both the United States and Israel whose forces are respectively called "the American Occupation Army" and "the Israeli Occupation Army."

Widlanski claims that Abu Mazen has shown "intermittent restraint" with regard to the broadcasts, immediately following Israeli or American pressure. While most "martyr films" have been removed from PA TV, there has been a "parallel promotion of atrocity stories about Israelis deliberately murdering Palestinian children."

Futhermore, Widlanski adds, "there has been an increase in the use of certain code-words such as 'resistance operations' and 'martyrs' that glorify, rather than condemn, certain attacks on Israeli targets."
