He also added that the terrorists would be allowed to' return to G-d and do some soul searching', which seems a poor second choice to paradise and 72 virgins.
Small wonder that one of the only "deviants" to turn themselves in was a wheelchair bound Bin Laden crony .
According to reports Khaled Al Harbi "surrendered to Saudi diplomats ", in Iran and stated that when he called the Saudi embassy, "he was very well received".

Top Bin Laden confidant accepts Saudi Amnesty
"A confidant of Osama bin Laden, seen on a videotape with the Qaeda chief as he talked about the Sept. 11 terror attacks, has surrendered to Saudi diplomats in Iran and been flown to Saudi Arabia.
Khaled al-Harbi, a potentially valuable asset in the war on terror because of his close relationship to bin Laden, was shown on Saudi television Tuesday being pushed in a wheelchair through the Riyadh airport.
Harbi is the most important figure to surface under a Saudi amnesty promising to spare the lives of militants who turn themselves in. He told the television, "I called the embassy and we were very well received."
Harbi, also known as Abu Suleiman al-Makki, is considered a sounding board for bin Laden rather than an operational planner for his terror network, a U.S. counterterrorism official said, speaking on the condition of anonymity".
The Interior Ministry did not specify what Harbi is wanted for." ( Hint: see article below )

"Saudi Television showed a wheelchair-bound Al-Harbi being carried off a plane on arrival in the Kingdom, accompanied by a woman and a teenager.
Al-Harbi said he was treated well and praised the amnesty. "Thank God... I called the embassy and we were very well received. I have come obeying God and obeying the (Kingdom's) rulers. This generous initiative undoubtedly offers a chance to any rational person" to mend his ways, he said.
"Since he is paralyzed, he will be transferred directly to hospital to receive medical treatment," the official said.
The announcement did not give more details, but Al-Harbi, a native of the holy city of Makkah, is known to have fought in Afghanistan alongside Al-Qaeda chief Bin Laden in the early 1980s, during the Soviet invasion.
Al-Harbi, who was wounded while fighting in Bosnia, taught courses in Islam at the Grand Mosque in Makkah but dropped out of sight after the Sept 11, 2001 attacks in the United States.
He is believed to have fled to Afghanistan at the time, and appeared alongside Bin Laden in a videotape aired by Qatar-based Al-Jazeera news channel in December 2001, during which he claimed that Muslim scholars "bless" the extremists' actions.

Donations have poured on the Fund as Prince Faisal Ibn Khalid Al-Faisal donated SR half a million and businessmen gave SR 2,8 million to the Fund for Security men victims of terrorist incidents.
Prince Khalid Al-Faisal said after a meeting with a group of businessmen from Asir region led by the honourary chairman of Abha Chamber of Commerce and Industry Abdullah Ibn Said Abou Malha that he hopes that not only businessmen will participate in the Fund but all citizens will play their part, and all businessmen in the Kingdom will be part of this generous project.
On the other hand Prince Khalid Al-Faisal received at his office the undersecretary of the Ministry of Transport Engineer Abdullah Al Moqbel. They discussed the projects being implemented in the region and future projects.

The Prince's are still waiting for the Al Qaeda members to turn themselves in before the end of the one month amnesty.

JEDDAH, 25 June 2004 — Saudi Arabia could allow foreigners who feel threatened by the wave of terrorist violence in the Kingdom to carry guns for their protection, Interior Minister Prince Naif said, as the first terror suspect under a month-long amnesty announced on Wednesday surrendered to security forces. "In principle a Saudi has the right to carry a weapon, if he has a permit. Likewise a foreign resident, if he felt in danger, could get a permit to carry a weapon. By weapons I mean a personal weapon which a person can have in his own country," Prince Naif said. He was speaking to reporters Wednesday night after attending a ceremony for postgraduate students of Prince Naif University for Security Studies in Riyadh. Prince Naif called on terrorists to respond to Wednesday's amnesty for terrorists who surrender within a month announced by Custodian of the Two Holy Mosques King Fahd. "The message was very clear, and wrongdoers must give themselves up by reporting to a government authority that they have recanted and then cooperate with (the authorities) so that Shariah law can be applied to them," Prince Naif said. "Those who want safety should take this opportunity and return to the right path," he said. The Interior Ministry announced yesterday that the first wanted terror suspect had surrendered under the amnesty. "The citizen Saaban ibn Muhammad ibn Abdullah Al-Laylahi Al-Shehri, who was wanted in a security-related case and had been missing (for two years) surrendered to security authorities," SPA quoted a ministry official as saying. He did so "a few hours" after the amnesty was announced. "In accordance with royal instructions, he was allowed to visit his family and stay with them until the date of his interrogation (for the charges) attributed to him is set," the official added. Sources earlier said the amnesty was aimed at mid-ranking and junior Al-Qaeda supporters, not leaders with blood on their hands. Under the amnesty, which guaranteed personal safety for those who repent, the state would drop all charges while reserving the right of individuals harmed by terror acts to either seek redress through the courts or waive any claims. King Fahd warned that the offer was a last chance for suspected extremists to turn themselves in and that those who did not would face a harsh crackdown. The US Embassy yesterday issued a new warden message to nationals in Saudi Arabia urging them not to run security checkpoints despite reports that Al-Qaeda gunmen have donned uniforms to carry out attacks, a spokeswoman said. The message "cautions Americans that it is dangerous to ignore Saudi police checkpoints" despite these reports, which related specifically to the June 12 abduction in Riyadh of US hostage Paul M. Johnson, embassy spokeswoman Carol Kalin said. The advice was given "after it came to our attention that one American ignored a police checkpoint" following claims that Al-Qaeda had police uniforms and a car looking like a police vehicle in kidnapping Johnson, she said. "We are aware of the denials, and we have said on record that there was no evidence of complicity" between security forces and Al-Qaeda, Kalin confirmed. Prince Naif also denied foreign security agencies were involved in dealing with the recent terror attacks in the Kingdom, nor had there been any US pressure on Saudi security forces. "No, there hasn't been any pressure and we would not allow it," the Saudi Press Agency quoted him as saying. "This must be made very clear. We deal with others on an equal footing." "We have intelligence contacts with the United States, Britain, Germany, France and Italy and with all Arab and Muslim countries. We appreciate the effort of all those who provide us with information. "There is very good cooperation with American security agencies: they have benefited us and we have benefited them," he added. Saudi security forces meanwhile scoured several districts of the capital yesterday, signaling they were not letting down their guard despite the amnesty. Security forces searched neighborhoods in north, south and central Riyadh, witnesses said. No arrests were reported yet. Some 25 police and special forces vehicles raced through the upmarket Al-Olaya thoroughfare heading north after conducting searches in one block in the district, witnesses said. Saudi Military Trained New Al-Qaeda Leader
There's a new leader of Al-Qaeda in Saudi Arabia and it looks like he has ties with that country's security forces. This is an interesting development considering the earlier reports that the kidnappers who killed Paul Johnson claim that they were aided by sympathizers in the Saudi security forces.
CNN reports:
While set back by the death of previous leader Abdulaziz al-Muqrin, mastermind of the kidnapping and beheading of American engineer Paul M. Johnson Jr., al Qaeda remains able to strike at the Saudi government because of men such as Saleh Mohammed al-Oufi. ... According to reports in Saudi papers closely linked to the government, al-Oufi, believed to be in his late 30s, received military training in Riyadh before joining the kingdom's prison guard unit. He worked as a guard in the prison in Medina, near his hometown, before he was fired in 1992, apparently for misconduct.
A Saudi expert, speaking on condition of anonymity, said al-Oufi's military training and his reputation for devotion to al Qaeda chief Osama bin Laden made him a particularly good candidate to take over from al-Muqrin. ... Evan Kohlmann, a Washington-based expert on terrorism, said al-Oufi would know the tactics and personnel of Saudi security forces. Kohlmann noted that al Qaeda claims to have infiltrated the security forces and said that while Saudi officials reject that, al-Oufi's background is evidence it is possible.
New York Newsday reports:
Al-Qaida in the Arabian Peninsula ... said Saudi security forces provided uniforms and police cars to militants who then set up a fake checkpoint to kidnap Paul M. Johnson Jr. The militants say they posed as police to stop Johnson's car, anesthetized him and carried him to another car. "A number of the cooperators who are sincere to their religion in the security apparatus donated those clothes and the police cars. We ask God to reward them and that they use their energy to serve Islam and the mujahedeen," the article said.
It is possible that such claims are being made simply in order to discredit the Saudi government among Westerners, not that that would be too difficult. The fact that al-Oufi has military training, though, should lead people to wonder how many within various military and police forces are sympathetic to Al-Qaeda. It isn't plausible that the number is zero. Assuming that there are at least some, how many would be willing to actually help Al-Qaeda do something, even if it is to just pass along information? These terrorists have proven themselves to be relatively smart, and the smart thing to do would have been to insert informer and sympathizers into important positions long ago. If the Saudi government doesn't take that possibility seriously, I'm not sure they deserve to survive.

Meanwhile one of Saudi Arabia's most senior Muslim clerics urged supporters of Osama Bin Laden Al-Qaeda group to surrender under a limited amnesty offered last month that extremists have so far rejected.

The one-month offer announced by Custodian of the Two Holy Mosques King Fahd on June 23 gave terrorists 30 days to turn themselves in.
"All those affiliated to this group (of terrorists) and who were not captured have a chance to return to God and engage in soul-searching." Those surrendering would be guaranteed personal safety but would still have to face claims from the families of victims, Crown Prince Abdullah said in a televised speech.
