Diplomacy and Security Cabinet declares Northern Wing of the Islamic Movement in Israel illegal. Funds seized from 17 NGOs.

The Diplomacy and Security Cabinet has declared the Northern Wing of the Islamic Movement in Israel an illegal organization. The Northern Wing is the more extreme wing of the Islamic Movement, and is headed by Sheikh Ra'ad Salah of Umm el Fahm.

The Minister of Defense has signed a decree to this effect. This means that any person or body that offers services to the organization or operates within it will be breaking the law and can expect to be jailed.

In addition, all property belonging to the group can be seized.

Following the declaration, shut-down orders have been delivered to and pasted on the offices of 17 Islamic Movement-affiliated NGOs throughout Israel. Thirteen of these offices were searched as well.

The raids took place in Umm el Fahm, Yafo, Nazareth, Kafr Kana, Turan, Be'ersheva and Rahat. Computers and cash were seized, and the NGOs' bank accounts were frozen.

"For years, the Northern Wing of the Islamic Movement has been leading a campaign of deception under the headline 'Al Aqsa is in danger,' which falsely accuses Israel of intending to damage the Al Aqsa mosque and break the status quo," the Cabinet decision said. "Within this framework, the Northern Wing established an array of paid activists – the murabitun / murabitat – for the purpose of initiating provocations on the Temple Mount. This activity has led to a meaningful escalation in tensions on the Temple Mount. Many of the terror attacks carried out recently were executed against the background of this incitement and propaganda."

"The Northern Wing under Sheikh Ra'ed Salah is a sister to the Hamas terror organization," the Cabinet added. "The two movements cooperate closely and secretly. The Northern Wing of the Islamic Movement is a separatist-racist organization that does not recognize the institutions of the state of Israel, negates its right to exist and calls for an Islamic caliphate in its stead."

Salah was handed an 11-month jail sentence in October after the courts rejected his appeal of a conviction on charges of incitement. The charges relate to a sermon he delivered in 2007, in which he said that "the finest moments are when we meet God as martyrs for Al-Aqsa," and that "we will purify the blood of innocent people [...] and remove the soul of Israeli occupation soldiers who are occupying the Al-Aqsa Mosque." Following his speech, a Palestinian Arab mob rioted and threw rocks at security forces in the Old City, wounding three Border Police officers.

He was initially convicted on the incitement charge in March 2014 and sentenced to eight months in prison, but both he and the prosecution appealed. Salah has a long history of inciting violence focused around Al-Aqsa Mosque on the Temple Mount, the holiest site in Judaism.

57% of Arab Israelis say Islamic Movement represents them
Survey shows 42.2% of Arab citizens support or are activists of outlawed pro-terror group, 18.2% of Muslim Arabs say ISIS isn't terror. Ari Yashar

Results of research showing the 2015 index for relations between Jewish and Arab citizens of Israel, published partially for the first time on Tuesday, show just how far the Arab population supports and identifies with openly pro-terror organizations.

The research, conducted by Professor Sami Samucha, reveals that no less than 57% of Arab citizens of Israel say they feel the radical Islamic Movement in Israel faithfully represents them.

Significantly, the movement was outlawed on Tuesday for its long history of inciting terrorism, organizing and funding violent riots on the Temple Mount, and its close connections with Hamas.

The research also revealed that 42.2% of the Arab population including all its ethnic and religious groups define themselves as fans, members or activists of the Islamic Movement.

No less than 18.2% of Arab Muslim citizens of Israel, and 28.1% of all supporters of the Islamic Movement, said they do not consider Islamic State (ISIS) to be a radical terrorist organization, and that they are not ashamed of the brutal jihadist group.

ISIS just this Saturday conducted a series of coordinated attacks in Paris, murdering at least 129 people.

Prof. Samucha commented that the high level of support for ISIS is very troubling, particularly given that the Arab leadership in Israel and leaders of the Islamic Movement have strongly denounced the group.

The research would seem discount Jewish Home chairman Naftali Bennett's statements in November 2014, when he claimed that "99.9% of Arab citizens are loyal to the state of Israel."

That assertion was previously cast in doubt just days after it was made, by a poll which found that roughly a third of Israeli Arabs supported the terror wave that was taking place at the time, blaming Israel for it.

Radical head of Islamic Movement in Israel has his petition rejected, responds saying 'we'll redeem Al-Aqsa with blood.'

Sheikh Raed Salah, head of the radical Islamic Movement in Israel, was handed an 11-month jail sentence on Tuesday after the courts rejected his petition on charges of incitement from back in 2007.

He was initially convicted on the incitement charge in March 2014 and sentenced to eight months in prison, but both he and the prosecution appealed.

Salah's attorney Omar Khamayseh told AFP he intended to appeal to the Supreme Court, but a prosecutor said he would have to request the right to do so, since he already appealed once.

Salah has a long history of inciting violence focused around Al-Aqsa Mosque on the Temple Mount, the holiest site in Judaism, particularly during the recent wave of terror attacks that began at the start of the month.

In response to the ruling, Salah said, "Jerusalem is under occupation and we won't give up on the value of Al-Aqsa Mosque."

"With spirit and with blood we will redeem Al-Aqsa," he vowed, in an open call for violence. He went on to say US Secretary of State John Kerry "is giving legitimacy to the Zionist occupation in the mosque. When the court says we don't have the right to defend Al-Aqsa and that it's incitement, we say that we will continue to defend Al-Aqsa in our way, we will win."

The sentencing Tuesday overruled Salah's petition of his 11-month prison sentence, originally imposed way back in 2007, in a trial that has been resumed following Prime Minister Binyamin Netanyahu's pledge to blacklist the Islamic Movement. The group has been linked to numerous cases of incitement to violence and outright support for terror from within Israel's borders.

In 2007, during a sermon, Salah declared that "the finest moments are when we meet God as martyrs for Al-Aqsa," and that "we will purify the blood of innocent people [...] and remove the soul of Israeli occupation soldiers who are occupying the Al-Aqsa Mosque." Following his speech, a Palestinian Arab mob rioted and threw rocks at security forces in the Old City, wounding three Border Police officers.

A long history of incitement

Salah was acquitted of incitement and racism in his indictment, but now the court has re-examined the case and found him guilty.

Just two weeks ago Salah and his deputy were banned from leaving the country over the activities of their group in actively stirring up riots on the Mount.

The Islamic Movement is actually banned in several Muslim states - in part, due to links to the Muslim Brotherhood - and has been repeatedly involved in several incitement-laced activities, including violent "Nakba Day" protests, calls for an "intifada", and rioting on the Temple Mount.

Recently Salah called on Jordan to annul its peace treaty with Israel, and this July called to conquer the Temple Mount.

The radical Islamist labeled Israeli leaders "terrorists" and "enemies of Allah" in a speech to Muslims in Be'er Sheva, and was also jailed for five months in 2010 for spitting at an Israeli police officer.

He was convicted by the Jerusalem Magistrates Court in November 2013 for inciting to violence, but acquitted on inciting to racism. Salah also spent a brief period in jail for transferring money to Hamas, and famously "reminisced" fondly over the drawing of swastikas as a child in a 2009 interview with a London-based Arabic-language TV station

The Islamic Movement in Israel was outlawed on Tuesday, and the legal and security opinions cited in the decision reveal just how large the financial scope of the pro-terror organization extends - and who its backers are.

The radical group receives between 50 to 60 million shekels ($12.8-15.4 million) annually from the Muslim Brotherhood and its Gazan offshoot Hamas, reports Channel 10 on Wednesday night.

Most of the massive funds are meant for the illegal activities that the Islamic Movement organizes on the Temple Mount, the holiest site in Judaism. There it has paid Arab rioters to harass Jewish visitors and regularly attack police with rocks and fireworks.

The tight financial ties between Islamic Movement, Hamas and the Muslim Brotherhood provided the legal basis to outlaw the group, according to the report.

Ironically the disclosure about Islamic Movement's source of funding comes a day after Hevron activist Baruch Marzel argued that as long as massive foreign funds are allowed to continue streaming into the group, the outlawing is nothing more than a slap on the wrist.

Retired Deputy Police Commissioner Alik Ron, who headed the Israel Police's Northern District, told Arutz Sheva Wednesday that Israel took the "easy way out" by banning the group, and instead needs to track down all the organization's funders and inciters and jail them.

Meanwhile research released Tuesday revealed 57% of Arab citizens of Israel say they feel the Islamic Movement represents them. A full 42.2% of the Arab population including all its ethnic and religious groups define themselves as supporters, members or activists of the Islamic Movement.

The same research showed that no less than 18.2% of Arab Muslim citizens of Israel, and 28.1% of all supporters of the Islamic Movement, said they do not consider Islamic State (ISIS) to be a radical terrorist organization, and that they are not ashamed of the brutal jihadist group.

Echoing the support for the Islamic Movement by Arab citizens, the Arab Joint List threatened "consequences" on Wednesday, warning of strikes and protests.
