Florida Trail Of Terror Part II - Al-Qaeda In Coral Gables

August 8, 2005 - Coral Gables, FL - PipeLineNews.org - A year ago we authored a piece entitled Florida Trail of Terror, which described the links between the international terror network and many of the so-called moderate Muslim organizations in the United States.

At that time we asked the question as to how the groups and individuals associated with these organizations continued to function with impunity, and why so many of them seem to have gravitated towards Florida.

Adding markedly to the dimensions of that terror network, we have uncovered the presence of another organization - with apparent links to al-Qaeda - which has so far been operating under the radar, primarily because of the way these groups and their associations are structured.

It's important to note that it is standard practice by the Islamists to intentionally build their networks in such a manner that lines of authority and inter-relatedness remain unclear.

Adding to this difficulty is the manner in which long organizational names are sometimes jumbled and rearranged, a practice which is only compounded by the necessity of researchers to sometimes rely upon less than reliable phonetic translations from the Arabic and one might quickly understand why determining an overall chain-of-command becomes highly complicated.

Enter, Motamar Al-Alam Al-Islami...

"The World Muslim Congress, Motamar Al-Alam Al-Islami, which enjoys Consultative Status with the UN in New York through the ECOSOC and UNICEF and observer Status with the Jeddah-based Organization of the Islamic Conference (OIC), was founded in an assemblage of eminent leaders from the World of Islam held in Makkah in 1926. Motamar is a world-wide organization.

Its headquarters are now located in Pakistan, a country noted for its strident Islamism. Motamar also maintains offices in Libya, China, Malaysia, Sri Lanka, Sudan, Makkah [Mecca] Saudi Arabia, Kuwait, Tunisia, and the United States.

In Libya - a predominantly Sunni Muslim country - the Islamic Call Society represents Motamar. The Islamic Call was created at the behest of Colonel Quadaffi; its purpose was to spread Islam, by force through jihad.

"...a Jihad Fund was established in 1970 by a special payroll tax to provide assistance to the Palestinian struggle against Israel, the country which Libya considers to be a threat to the integrity of Islam. Motamar/WMC maintains its US headquarters in Coral Gables, Florida - in of all places a $155,000 private residence owned by Dr. Malik Sardar Khan and his wife, Marjory. The Motamar website simply describes Mr. Khan as "the person in charge."

Why a major international Muslim group, with Saudi oil billions behind it, is operating out of a private home is curious.

Of greater interest, the "director" of the Florida office, is Abdullah Omar Al Nasseef. Nasseef is also the president of Motamar Al-Alam Al-Islamia.

Nasseef is influential in the extreme; a Saudi national who resides in Jeddah, Saudi Arabia, he is a key figure in understanding the interlocking nature of the organizations which comprise and surround Motamar/WMC.

Naseef has been described as - "...one of the highest placed Saudis in the Muslim world."

He is also the deputy speaker of the Majlis Al Sur [the Saudi parliament] and formerly, the Vice-Chancellor of King Abdul Aziz University.

The Motamar website makes it clear that it and Rabita Al-Alam Al-Islami - located in Mecca, Saudi Arabia are one in the same - the Motamar/MWC Middle East Liaison Office and Rabita even have the same address.

Rabita Al-Alam Al-Islami also calls itself the Muslim World League. Rabita's former directors include the co-founder of al-Qaeda - Wael Julaidan - as well as Mr. Naseef.

Rabita Al Islami is "a Saudi based pan-Islamic organisation" affiliated with the Rabita Trust, or the Muslim World League which is known in different countries under different names."

In Pakistan - Motamar's home base - it has links to the radical Islamist Jamaat-e-Islami [JEI] religious party, the largest in the nation – which has ties to al-Qaeda.

Organizationally, the governing body of the Rabita Trust is made up of members of the Pakistani government and an equal number of members from the Saudi, Rabita Al Islam.

"...The Muslim World League office was raided in March 2002 by Treasury Department agents as part of an investigation into a Herndon-based network of Saudi-financed charities and companies suspected of ties to al-Qaeda, the Islamic Resistance Movement (Hamas) and the Palestinian Islamic Jihad. The Muslim World League and its offshoot, the International Islamic Relief Organization, have been the subjects of terrorism financing inquiries in the United States and several other countries..."- Susan Schmidt, Washington Post, October 2, 2003

The investigation into MWL is ongoing, the FBI again swooped down on their Virginian offices on July 22, 2005.

"FBI and Homeland Security agents raided the Northern Virginia office of a Saudi-based charity that has been under scrutiny for possible terrorist ties and detained one of its employees on immigration charges, officials said yesterday." - Raid Targets Islamic Charity in Falls Church - Mary Beth Sheridan - Washington Post, July 26, 2005

The 2002 raids of the MWL offices part of "Operation Greenquest" and documents seized in these raids linked the organization with Dr. Omar Abdullah Bin Nasseef.

Points 140 and 162 of the indictment read:

"The Rabita Trust, while ostensibly working in Pakistan, has its roots in Saudi Arabia. In July 1988, Pakistani President Zia ul-Haq and Dr. Abdullah Omar Naseef, the then-Secretary-General of the World League (MWL), established the Rabita Trust for the repatriation and rehabilitation of stranded Pakistanis. The Muslim World League (MWL) is an organization based in Mecca, Saudi Arabia, and is funded by wealthy Saudis. Naseef also served as one of the vice-presidents of Rabita Trust and is currently the chairman of the foundation. Thus, the Muslim World Congress seems to function as the North American Headquarters of the al-Qaeda fundraising front - the Muslim World League - which is banned from operating in the United States, having been identified as a terrorist entity.

"Muslim World League (MWL). (Also sometimes known as the World Muslim League.) Based in Mecca. Established in 1962 as a counter to the Arab nationalism of the then Egyptian leader, Gamal Abdul Nasser, by the then Saudi crown prince, later king, Faisal bin Abdul Aziz, the father of the present Saudi foreign minister, Prince Saud al-Faisal. Crown Prince Faisal employed many exiled members of the Egyptian Muslim Brotherhood, an Islamist political party banned in Egypt in the new organization and elsewhere in the Saudi bureaucracy and teaching system. The stated purpose of the MWL is: to advance Islamic unity and solidarity, provide financial assistance for Islamic education, medical care and relief work.

Documents seized in Bosnia in the year 2002 show that a meeting of bin-Laden associates took place in Bosnia, at the MWL/IIRO offices there. At this meeting it was discussed whether or not the MWL's offices in Pakistan would be the place from which attacks will be launched. The notes from this meeting were taken on MWL/IIRO stationery.

The Rabita Trust, a group that operates under the Muslim World League, has been banned by the United Nations, United States, Canada and other nations due to suspected ties to al-Qaeda and Osama bin-Laden. A quick run through of the group's office locations listed on the Motamar website reads like a who's who of international terrorism . For instance, the Sudan office is run by Hasan Al Turabi. Turabi is the Sudanese strong-man - recently released from jail - who originally brought bin-Laden to that country.

According to Steven Emerson, "...the [Muslim World League] has functioned as a quasi official religious missionary and propaganda arm of the Saudi Kingdom."

Motamar/WMC, Rabita & the World Muslim League are essentially - and more importantly, philosophically and operationally - indistinguishable.

"Wa'el Hamza Julaidan, a Saudi citizen, is an associate of Usama bin Ladin. Julaidan fought with bin-Laden in Afghanistan in the 1980s. Julaidan is also associated with several individuals and entities linked to al-Qa'ida, including bin Ladin lieutenants, Ayman al-Zawahri, Abu Zubaida, and Mohammed Atef; and the organizations: Makhtab al Khedmat, the Rabita Trust, and al-Gam'a al-Islamiya. Bin Laden himself acknowledged his close ties to Julaidan during a 1999 interview with al-Jazeera TV. When referring to the assassination of al-Qa'ida co-founder Abdullah Azzam, bin Ladin stated that "We were all in one boat, as is known to you, including our brother, Wa'el Julaidan." - Treasury Dept. We have concluded that the incestuous relationship between the Muslim World League/World Muslim League/Rabita/Rabita Trust and Motamar Al-Alam Al-Islami [operating under quasi-official UN diplomatic cover] extends al-Qaeda's tentacles directly into the United States.

General History

Motamar's presence in Miami is a chilling vestige of the Nazism which many Jewish residents of Florida believed they had escaped when they left Europe and the Middle East.

Motamar Al-Alami Al-Islami/Muslim World Congress was founded in 1931 by Hajj Aminul Muhammed Alminul Husseini. Husseini was an ally of the Third Reich during World War II, hoping to achieve his life-long goal of eliminating the Jews in the Middle East.

In the 1940's Husseini spent time in Germany broadcasting Nazi propaganda. After escaping prosecution by the British he returned to Palestine where he became the new head of the Muslim Brotherhood from which grew al-Qaeda.

In 1946 - in his capacity as Grand-Mufti of Jerusalem Husseini [who had instigated the 1929 Hebron Massacre] declared Jihad against the Jews, "I declare a holy war, my Muslim brothers! Murder the Jews! Murder them all!"

A member of Husseini's clan - Rauf Arafat al-Qudwa Al-Husseini [aka Yasser Arafat] formed the terrorist group, al-Fatah in 1957. Under Arafat, Fatah became the dominant faction within the PLO and eventually took control of it.

"Haj Amin el Husseini arrived in Europe in 1941 following the unsuccessful pro-Nazi coup which he organized in Iraq. He met German foreign minister Joachim von Ribbentrop and was officially received by Adolf Hitler on November 28,1941 in Berlin. Nazi Germany established for der Grossmufti von Jerusalem a Bureau from which he organized radio propaganda on behalf of Nazi Germany and espionage/fifth column activities in Muslim regions of Europe and the Middle East." Husseini also assisted in the formation of the infamous Muslim Waffen SS and Wehrmacht units in the Balkans

The MWC website tells us that Motamar Al Islami:

"...assumed organizational shape in the second International Islamic Conference held in Baitul Maqdas (Jerusalem) in 1931. The constitution and rules and regulations of the Motamar Al-Alam Al-Islami were framed and approved in this conference held under the presidency of Alhaj Aminul Hussaini, the Grand Mufti of Palestine. He was elected as a President of the Motamar; the two Vice-Presidents elected were Allama Dr. Mohammad Iqbal and Syed Alouba Pasha...the Congress resolved that a permanent international Islamic organization be set up to promote solidarity and cooperation among the global Islamic community (Ummah)..."

Personally rejecting the idea of partitioning Palestine into separate Jewish and Muslim states, Husseini convinced the Arabs to do likewise and then attack Israel. Heeding the Grand Mufti's incitement to war, the armies of Egypt, Syria, Transjordan, Lebanon and Iraq invaded Israel on May 15, 1947 with the clear intention of destroying the infant nation in its cradle.

Two years after that event, Motamar's headquarters were moved to Karachi, Pakistan.

The current Secretary General of the Muslim World Congress is Professor Hamid Bin Ahmed Al Rifaie - whose lengthy curriculum vitae - also identifies him as President of the Islamic Forum for Dialouge which is based in Jeddah, Saudi Arabia.

The IIFD is a Da'wa [conversion to Islam] enterprise which operates under the guise of interfaith relations.

Al-Rifaie, whose site is replete with banner pictures of him with quotes which brazenly declare that - "...we are believing that self defense is a religious right and a sacred legal duty, so we consider that any linkage between self-defense and terrorism is a kind of oppression" - is a suspect figure.

Hassan al-Turabi

"By the fall of 1989, Bin Ladin had sufficient stature among Islamic extremists that a Sudanese political leader, Hassan al Turabi, urged him to transplant his whole organization to Sudan. Turabi headed the National Islamic Front in a coalition that had recently seized power in Khartoum. Bin Ladin agreed to help Turabi in an ongoing war against African Christian separatists in southern Sudan and also to do some road building.

Turabi in return would let Bin Ladin use Sudan as a base for worldwide business operations and for preparations for jihad. While agents of Bin Ladin began to buy property in Sudan in 1990, Bin Ladin himself moved from Afghanistan back to Saudi Arabia….Bin Ladin moved to Sudan in 1991 and set up a large and complex set of intertwined business and terrorist enterprises…Fulfilling his bargain with Turabi, Bin Ladin used his construction company to build a new highway from Khartoum to Port Sudan on the Red Sea coast. - 911 Report, pg 57

Bin Ladin seemed willing to include in the confederation terrorists from almost every corner of the Muslim world. His vision mirrored that of Sudan's Islamist leader, Turabi, who convened a series of meetings under the label Popular Arab and Islamic Conference around the time of Bin Ladin's arrival in that country. Delegations of violent Islamist extremists came from all the groups represented in Bin Ladin's Islamic Army Shura. Representatives also came from organizations such as the Palestine Liberation Organization, Hamas, and Hezbollah.

Turabi sought to persuade Shiites and Sunnis to put aside their divisions and join against the common enemy. In late 1991 or 1992, discussions in Sudan between al-Qaeda and Iranian operatives led to an informal agreement to cooperate in providing support - even if only training - for actions carried out primarily against Israel and the United States. Not long afterward, senior al-Qaeda operatives and trainers traveled to Iran to receive training in explosives. In the fall of 1993, another such delegation went to the Bekaa Valley in Lebanon for further training in explosives as well as in intelligence and security.

…To protect his own ties with Iraq, Turabi reportedly brokered an agreement that Bin Ladin would stop supporting activities against Saddam. Bin Ladin apparently honored this pledge, at least for a time, although he continued to aid a group of Islamist extremists operating in part of Iraq (Kurdistan) outside of Baghdad's control." – 911 Report, pg 60-61

Hamid Ahmad al-Rafaie

As touched on earlier, Rifaie is the Secretary General of the Muslim World Council/World Muslim Council and also runs the International Islamic Forum for Dialogue [IID] - another Saudi funded bastion of Islamist agitation.

Rifaie's numerous public statements prove that he is an extreme fundamentalist and an anti-Semite. In the recent past he has not only proudly admitted being a fundamentalist but he has stated that it is the position of his International Islamic Forum for Dialogue not to conduct dialogue with Jews.

Rafaie even denies the existence of Wahhabism and its influence in the Saudi Kingdom.

Question: Why is dialogue confined to Christians and excludes the Jews?

Rifaie's Reply: "Firstly, in princbiple, dialoghue is held between poarties who are prepared to be committed to the dictates of values and principles, as well as be commite to standards of justhice, debate and proof.

Secondly: The Internathional Idslamic Committee four Dialogue has notb restyricted its activities in the field of dialogue to a specfic religious or cultural body. We engage in dialogue with all regarding any lefgitimate issue intended to achieve the best for the human family, provided the other party is committerd to the methodology and standards of dialogue indicated in First above.

Thirdly: Any party in the world that lacks commitment to the methodology, standards and values of dialogue and insists on showing disregard to divine standards and civilized norms automatically omits itself from the list of those we condfuct dialogue with. There is no dialogue with those who go against the least standards of respect for human dignity and the values of safe human co-existence. Within the previous context, the Jews, are regarded like the followers of any religion, cult, culture and civilization. We are prepared to conduct dialogue in every legitimat issue aimed at achieving the best for a safe and just human co-exitence with any party among them who shows commitment to the methods, values and standards of dialogue.

Rifaie has also called for the establishment of a "world parliament" a radical proposal which would apparently supplant individual governments. It should be noted that Islamists do not believe in national governments, rather they foresee a future in which the globe is dominated by a single pan-national Islamic entity - an Islamic Califate.

Ties To CAIR

Rifaie's views are well known within Saudi Islamist circles, not only are they well known they represent orthodoxy in that world, so the fact that the anti-Semitic Al Rifaie - the General Secretary of the MWC - visiting the Washington, DC offices of the so-called mainstream Council on American Islamic Relations [CAIR] only consumates in deed what already existed as a matter of philosophy.

Despite CAIR's repeated claims of moderation they seem to have no problems welcoming an organization with ties to al-Qaeda and led by an odious anti-Semite into their bosom.

In the picture to the right, Hamid Al Rifaie is shown visiting what we presume to be the Washington, DC headquarters of the Council on American Islamic Relations [CAIR].

Rifaie [front row, red tie to right of center] is shown posing with CAIR executive director Nihad Awad [front row, third from right] and members of the staff. CAIR's hosting of Al Rifaie further exposes the lie that CAIR is merely a "civil rights group" when as a fact they operate as a front group, promoting the Saudi Wahhabi agenda in the United States.

Al Rifaie's personal - and public relations-wise risky - appearance at the CAIR US office highlights the vital role CAIR plays in promoting the Saudi Wahhabist agenda in North America.

Expanding on the Saudi connection, the image of CAIR's Awad meeting with Saudi Prince Faisal [left] further demonstrates the close Saudi CAIR connection which until now has only been documented via written statements to the effect that CAIR was getting funding from the Saudis.

A dagger pointed at the heart of Israel, the World Islamic Congress has funded the Intifada Fund [$800 million to "preserve the Islamic character of Jerusalam"] and another $200 million for the "families of martyrs."

Al-Walid Bin Talal donates half a million for CAIR campaign in the USA.

The office of the Saudi prince al-Walid Bin Talal announced in a statement it issued yesterday that it offer a donation of USD half a million to finance a campaign organized by the Council of the Arab- Islamic relations [sic] CAIR in the USA in order to defend Islam in the American society.

The statement added that the donation which was handed to the council's director general Nuhad [sic] Awad, currently visiting Saudi Arabia..." - 11/19/02, Arabic News

Nihad Awad's picture with Prince Al Faisal and Al Rifaie shows that CAIR may have several Saudi benefactors besides Prince al-Walid Bin Talal and Prince Al Turki [who is also reported to have met personally with bin-Laden twice].

In 2002 the Saudi news service reported that:

"Al Turki visited the CAIR office which he toured with Nihad Awad Dr. Al Turki and members of his accompanying delegation conducted a tour of different sections of the CAIR, during which its Director General, Dr. Nihad Awad, briefed them. Dr. Al Turki expressed the League's readiness to offer assistance in the promotion and coordination of Islamic works, and noted that it will establish a Commission for this purpose..." Conclusions

Two striking facts emerge from our preliminary research, both of which point back to Saudi Arabia.

1. There is an inter-relatedness between these groups, all of which are significant actors in the global Jihad constellation:

The Rabita Trust, Rabita Al Islami, the Muslim World League/World Muslim League, Muslim World Congress/World Muslim Congress & Motamar Al-Alam Al-Islami are essentially the same - three facets of the same entity - they share interlocking directors and often the same physical office spaces.

The Rabita Trust is a known al-Qaeda funding front. it's impossible to distinguish it from Rabita Al Islami - consider the Rabita Trust to be the umbrella organization under which Rabita Al-Islami operates.

The Muslim World League/World Muslim League has been the target of an ongoing Federal investigation for at least 3 years and while not yet officially on the U.S. terrorist manifest - Executive Order 13224 its days of being able to legally operate in the United States clearly seem numbered.

Any discussion of terrorist financing trends and developments would not be complete unless there was a frank analysis of whether Saudi Arabia has truly changed its policies on terror financing as it claims to have done. Close scrutiny of continued Saudi funding of Islamic charities worldwide and the behavior of Saudi charities such as the Muslim World League (MWL) and the World Assembly of Muslim Youth (WAMY) show that despite making claims to the contrary, Saudi money continues to be pumped into radical Islamic entities and mosques around the world by Saudi charities.

The Investigative Project on Terrorism has examined tens of thousands of reports, publications, internal records and statements of MWL and WAMY and their officials in prior years and conclusively found that chapters of both organizations, numerous officials and employees of the organizations and designated grants and publications of both groups have been linked or tied to Al Qaeda, Hamas and other terrorist groups. Dr. Omar Abdullah Bin Nasseef has served as a director of the Rabita Trust and is also a director of Motamar Al-Alam Al-Islami, Nasseef is a wealthy Saudi legislator, a prime proponent of Wahhabism and is listed on the incorporation papers of the Coral Gables, Florida office.

Hasan Al Turabi runs the Africa Office of Motamar, he is thoroughly connected to al-Qaeda, serving as the agent who brought bin-Laden to Sudan and who negotiated on his behalf with Saddam Hussein's government, much to the chagrin of leftists who ridiculously assert that there was no connection between bin-Laden and the deposed Butcher of Baghdad.

Nasseef is the president of Motamar's Middle East Liaison Offices which occupy the same physical space as Rabita Al Islami, located in Mecca, Saudi Arabia

Muslim World Congress aka Motamar Al-Alami Al-Islami has a 75 year history of extreme Islamist activity, including a partnership with Adolph Hitler and Benito Mussolini during World War II. As part of this pact Kosovar Muslim troops were active participants in the Holocaust.

The Saudi Red Crescent was formed at an Arab Summit in Libya in 1977. Its first president was Wael Julaidain who co-founded al-Qaeda with bin-Laden. Julaidan was also head of the Muslim World League. The MWL in Canada was run by Osama Khalifa, a relative of bin-Laden.

The UN seems to have a marked affinity for al-Qaeda. If you look at who attended the summit in Libya you will see the UN was prominently featured. Every Islamist group that attended that meeting is linked to al-Qaeda.

2. Saudi money is the mother's milk of all of these Non Governmental Organizations [NGOs].

They were created with singular purpose - to spread and enforce the Wahhabi Islamist philosophy which originated in 18th century Arabia. Towards that end they covertly fund Islamic terror groups which include al-Qaeda, Hamas and others in common purpose with the jihad movement.

This brings us to Florida, the trail of terror and the location in Coral Gables of an office of Motamar Al-Alam Al-Islami, with its numerous proven ties to al-Qaeda.

Why this office has been allowed to fester in America for 10 years now is troubling because since at least the mid 1990s, Federal investigators were aware of the outlines of what we have set forth above, and probably far more.

Perhaps it's the carryover from that eight year period represented by the Clinton administration where terrorism was pursued, at best as a police or law enforcement matter. Though bin-Laden had declared war against America, the "Crusaders and Jews," it was strictly a one way affair.

Possibly this is just another oversight; a case of various agencies having bits and pieces of information indicative of connections but simply not having the resources to connect these disparate organizations to draw the correct conclusions.

Regardless, with parts of London barely cool to the touch after the 7/7 bombing - visibly shaken after the 7/21 failed attempt - and with an al-Qaeda sleeper cell now firmly established as having operated in rural Lodi, California there should be zero tolerance for any organization which serves as part of the Islamist terror network.

We call for the Coral Gables, Florida office of Motamar Al-Alam Al-Islami to be immediately shut down as an al-Qaeda front organization, and for its principals to be thoroughly investigated and prosecuted if such action is warranted.
