September 21, 2010 - San Francisco, CA - PipeLineNews.org - In what will prove to be a seminal study, Shariah The Threat To America, Frank Gaffney's Center for Security Policy identifies Shari'a [a "legal-political-military doctrine"] as "the preeminent totalitarian threat of our time."

The 170-plus page document presents for perhaps the first time to Western audiences a definitive, readable and thoroughly documented explanation of how even supposed "moderate Islam," based upon an intent to incrementally introduce elements of Islamic law into the culture, is anathema to Western forms of governance and in the case of America, thoroughly incompatible with the Constitution.

The task force which put together the report was modeled after a similar iconoclastic group report [the "Team B" project] commissioned in 1976 by then Director of CIA, George Herbert Walker Bush, which determined that the Soviet Union was such a threat that the then operative policy of detente had to be supplanted with an aggressive, full-court press keyed on its destruction.

It should go without saying that it was this very strategy, rejecting accommodation with totalitarian communism, which led to the defeat of the Soviet Union.

Elemental in the Team B II findings are that while it might well be possible to effectively battle "kinetic jihad" [active violent terrorism and war-making] that the "stealth jihad" [warfare conducted by internal subversion] poses a far greater long-term threat to liberal democracies.

Stealth jihadists are adept at using the freedoms and rights which we presume to be a human birthright in the West, against the system, all with the intent of slowly chipping away at civil law and custom, eventually replacing it with the totalitarian ideology of Shari'a. This methodology so far has escaped being characterized by mainstream defense professionals and national security experts as an existential threat every bit as real as was the threat posed by communism from the post World War II period through the fall of the Berlin wall and the demise of the Soviet state.

The insight missing from current threat analysis is that, "These enemies adhere to an all-encompassing Islamic political-military-legal doctrine known as shariah. It obliges them to engage in jihad to achiever the triumph of Islam worldwide through the establishment of a global Islamic state governed exclusively by shariah, under a restored caliphate."

Such an enemy will use any means to engage in what is nothing less than organized sedition against non-Muslim states until such time as the Shari'a can triumph.

Given the nature of this religious obligation, any attempted distinction between violent and stealth jihad are meaningless and moreover potentially fatal.

In the United States the main proponents of this non-violent subversion are acting as agents of the Muslim Brotherhood, the seminal Egyptian organization from which all modern terrorism derives. In their wisdom these practitioners have created a myriad of front-groups [including but not limited to the Islamic Society of North America (ISNA) the Council on American Islamic Relations (CAIR) the North American Islamic Trust (NAIT) and the International Institute of Islamic Thought (IIIT)] which have insinuated themselves into nearly every key aspect of American life, always engaged in activism supportive of Shari'a.

These groups, through various means, have assumed the unquestioned position as spokesmen for Islam in America, almost completely throttling true moderates [secularists, who disavow political Islam] and enforcing a religious orthodoxy which is heavily funded by the Saudi Wahhabists and other state proponents of Shari'a.

Within the report the basic tenets of this doctrine are exhaustively annotated:

1. Abrogation - the Islamic practice of superseding the older "Meccan" passages in the Qur'an with the far more hostile and warlike passages issued by Mohammed when his movement had gained real strength and superiority while in Medina.

2. Adultery - unlawful intercourse is a capital crime under Shari'a.

3. Apostasy - leaving or rejecting Islam is a capital crime.

4. Democracy - is incompatible with the revealed word of Allah in the Qur'an.

5. Female genital mutilation - Circumcision for both sexes is mandatory.

6. Gender inequality - under Shari'a, women are inferior.

7. Honor killing - Muslim parents have the right to kill their children and grandchildren to protect the family's [elastically written code of] "honor."

8. Hudud punishments - penalties prescribed by Allah can not be waived or circumvented.

9. Islamic supremacism - Islam must triumph over all other religions.

10. Jew hatred - anti-Semitism is elemental to Shari'a.

11. Jihad - is required under Islamic law in order to spread the religion.

12. Takiyya [religiously condoned lying] - permissible to advance the religion.

13. Slander and/or blasphemy - it is a great offense against Islam to offend Muslims.

14. Underage marriage - Shari'a permits the marriage of pre-pubescent girls. Intercourse with these "wives" is legal past the age of eight or nine.

15. Zakat [tithing] - required charity given to numerous groups of recipients including the jihadists such as Hamas and Hezbollah.

Noting the severity and existential nature of the threat, similarly powerful countermeasures comprise the Group B II study's recommendations :

A. "U.S. policy-makers, financiers, businessmen, judges, journalists, community leaders and the public at large must be equipped with an accurate understanding of the nature of shariah and the necessity of keeping America shariah-free. At a minimum, this will entail resisting – rather than acquiescing to – the concerted efforts now being made to allow that alien and barbaric legal code to become established in this country as an alternate, parallel system to the Constitution and the laws enacted pursuant to it. Arguably, this is already in effect for those who 143 have taken an oath to "support and defend" the Constitution, because the requirement is subsumed in that oath.

B. U.S. government agencies and organizations should cease their outreach to Muslim communities through Muslim Brotherhood fronts whose mission is to destroy our country from within as such practices are both reckless and counterproductive.

Indeed, these activities serve to legitimate, protect and expand the influence of our enemies. They conduce to no successful legal outcome that cannot be better advanced via aggressive prosecution of terrorists, terror funders and other lawbreakers. It also discourages patriotic Muslims from providing actual assistance to the U.S. government lest they be marked for ostracism or worse by the Brothers and other shariah-adherent members of their communities.

C. In keeping with Article VI of the Constitution, extend bans currently in effect that bar members of hate groups such as the Ku Klux Klan from holding positions of trust in federal, state, or local governments or the armed forces of the United States to those who espouse or support shariah. Instead, every effort should be made to identify and empower Muslims who are willing publicly to denounce shariah.

D. Practices that promote shariah – notably, shariah-compliant finance and the establishment or promotion in public spaces or with public funds of facilities and activities that give preferential treatment to shariah's adherents – are incompatible with the Constitution and the freedoms it enshrines and must be proscribed.

E. Sedition is prohibited by law in the United States. To the extent that imams and mosques are being used to advocate shariah in America, they are promoting seditious activity and should be warned that they will not be immune from prosecution.

F. Textbooks used in both secular educational systems and Islamic schools must not promote shariah, its tenets, or the notion that America must submit to its dictates.

G. Compounds and communities that seek to segregate themselves on the basis of shariah law, apply it alongside or in lieu of the law of the land or otherwise establish themselves as "no-go" zones for law enforcement and other authorities must be thwarted in such efforts. In this connection, assertion of claims to territory around mosques should be proscribed.

I. Immigration of those who adhere to shariah must be precluded, as was previously done with adherents to the seditious ideology of communism."

The Center for Security Policy's historic study constitutes such a clear battle plan for combating the key threat to Western society, that not heeding and building upon it is folly on the order of a civilizational death wish.
