British Muslims Urged to take up Jihad

Sheikh Omar Bakir Muhammed, leader of militant group Al-Muhajiroun, told UPI the actions of the British government against Muslims -- anti-terror legislation and indefinite detention of terror suspects -- has broken the covenant of security under which Muslims in Britain previously lived. Muslims are therefore now at war with the government, he said.

Al-Muhajiroun, which states as an aim the establishment of an Islamic state in Britain, was officially disbanded in October 2004. Sheikh Omar told UPI the Muslim community would now unite in support of al-Qaida and Osama bin Laden.

However at a meeting of some 600 Muslim men, women and children in London Saturday, ostensibly organized by Women's Dawah U.K., the influence of Al-Muhajiroun was clear.

All of the speakers, headed by Sheikh Omar, were known members of the group, and a moderate Muslim source told UPI the group was behind the meeting.

The attendees shouted "Allahu Akhbar (God is great)" while watching videos of the Sept. 11, 2001, attacks and U.S. soldiers dying in Iraq, and unanimously pledging allegiance to bin Laden".

London, England, Jan. 10 (UPI) -- Muslims living in Britain are facing two choices; either to migrate or to join the jihad, a key Islamic figure has said

Sheikh Omar Bakri Muhammed, leader of the now officially disbanded Islamic militant group Al Muhajiroun told United Press International Saturday that as the covenant of security under which Muslims previously lived in Britain has been broken, Muslims must now consider themselves at war.

"And I declare we should ourselves join the global Islamic camp against the global crusade camp," he said.

What violated the covenant, according to Sheikh Omar, was the anti-terrorist legislation introduced in the United Kingdom after the 9/11 attacks. If the British government would review these policies and release those detained without trial in Belmarsh prison and elsewhere, Muslims could live at peace in Britain. Otherwise, they must prepare themselves to fight.

"The response from the Muslims will be horrendous if the British government continues in the way it treats Muslims," he said, adding that suicide bombings were a possibility.

He called on Muslims to form a new coalition united behind al-Qaida with Osama Bin Laden as their leader.

This jihadi group would replace Al-Muhajiroun, which is no longer needed, he said. By dissolving such parties the Muslim community will have to come together, and as the judge of the Sharia court in Britain, he is the one to unite them, he added.

Those who did not wish to either leave or fight would not be regarded as Muslims, said Sheikh Omar, condemning in particular the Muslim Council of Britain for urging the Muslim community to cooperate with the British government.

"They are hypocrites, we don't believe they are Muslims," he told UPI. "In a time of crisis, who ever allies with them (the kuffaar -- non-believers) is one of them, so I don't believe they are Muslims in the first place."

"I doubt if one of them would dare to walk the streets of Mecca by themselves," he added.

Muslims are facing wars on two fronts, in Britain and abroad, he explained. Though they will live at peace in Britain should the government meet their demands, the fight will continue elsewhere in the Islamic world.

"We have the right to support our brothers and sisters abroad financially," he said. "They're recruiting us to join the British Army to go and kill our brothers and sisters. Why? We believe that everybody that does this becomes apostate, but we don't stop them because they can do whatever they want.

"But you see, why are they free to join the British Army, and train and go abroad to fight, but it is not free for us to go abroad and defend our homelands? They say because you are going to fight our army there. Why are you using your army there? Why do you want to be in our land in the first place?

The "aggressors" and "occupiers" should not claim they wish to solve the problems of Muslims in Iraq, he said. "You can't, you are the oppressors."

The declaration of Western governments that leaders such as Osama Bin Laden or Abu Musab al-Zarqawi can be killed in Muslim countries means there is no sanctity of Muslim property, he said.

"If they themselves cannot walk in the streets of Iraq or the streets of Baghdad or the streets of Riyadh freely, how can this British army walk there?"

"Either withdraw your own forces or don't expect Muslims not to support the Muslims abroad," said Sheikh Omar, adding that the West supports dictators abroad when they see fit.

If the government met those conditions, Muslims could continue to live peacefully in Britain, he said.

"After that there will be no need to fight anybody, we've been living in peace here for years, and we can continue to live in peace," he said. "We love Britain."

Sheikh Omar was speaking after at a conference in London ostensibly organized by Women's Dawah U.K., where around 600 attendees gathered to listen to his call for jihad.

Though he insisted the conference -- titled "The role of Muslims nowadays" was not organized by Al-Muhajiroun, a moderate Islamic source speaking on condition of anonymity that the radical Islamist group were indeed behind it.

The speakers, all leading members of the group, called for war against the kuffaar (non-Muslims) and lead chants as a projector screen showed images of dead American soldiers in Iraq.

As the infamous images of two planes crashing into the twin towers of the World Trade Center replayed again and again, the rapt watchers thrust their fists in the air and chanted "Allahu Akhbar! (God is great!)"

"Nine-eleven was one example of some people who chose to show us they are men, real Muslim men," said one speaker.

"The kuffaar has been trying to destroy Islam since the beginning of time, and will continue until the end of time," he said.

"Nine-eleven everyday happened to us but nobody really cares about what is happening," he continued. "Why is our blood so cheap?"

Osama Bin Laden "terrified them, he terrorized them, because they terrify us, because they terrorize us," he said.

The governments of the West must know that if they do not behave themselves we will "give them a 9/11 day after day after day!" he shouted, to furious chanting.

All the Muslim brothers and sisters, even the children, must now start their preparations, another speaker urged.

"Whether they be stones, whether they be sticks, whether they be knives, whether they be bombs, whatever they may be, prepare as much as you can," he said.

"It is our responsibility as Muslims to prepare, to fight," he said, calling on the crowd to "give up your lives for the sake of Allah."

"The crusade against Muslims by the British regime" is "indisputable", according to a Muslim lawyer and key figure in Al-Muhajiroun speaking at the conference.

The British and U.S. governments believe they are engaged in "a crusade for good against evil," allowing them to introduce "draconian" laws under which they can kidnap and detain Muslims indefinitely and indiscriminately spill their blood in places such as Guantanamo Bay and Abu Ghraib, he said.

Muslims must also beware of "the enemy within" -- moderate Muslims such as those on the Muslim Council of Britain, he said.

They side with "the Jewish conspirators, the Jewish occupiers and the Christian crusaders," he said, and "will sell out their Muslim brothers."

"Please raise your hands if you think the Muslim Council of Britain represents you," a speaker at the conference instructed the crowd.

All stayed silent.

"Put your hands up if Sheikh Osama Bin Laden represents you!" he called.

Every hand shot in the air, even those of three or four year old children and their mothers in the back rows. "Allahu Akhbar!" echoed through the hall.

The MCB, continued the speaker, even condemned the "beautiful" attacks in Madrid last year. The chants grew louder.

Muslims must reject the integrationist calls of such people, said Sheikh Omar.

Instead, an Islamic state must be established here in Britain, he said, an aim that is the duty of every Muslim.

"If people reject the call of mighty Allah," he continued, "... death will be inevitable."

To confirm this, images of people dropping dead and burning in flames appeared on the projector screen.

The face of U.S. President George Bush then appeared, surrounded by flames. The infamous post 9/11 clip in which he called on "every nation and every region" to choose their side is played on a loop. "Either you are with us, or you are with the terrorists," he said, again and again.

"You are not with him, you are with them!" Sheikh Omar shouted, to the chanting of the crowd.

Finally, the women who organized the event appeared, urging Muslim mothers to take their children out of kuffaar schools.

"We must teach our children where their allegiance is. There is no way we can do this if they are being taught by the enemies of Allah," one said.

Muslim mothers must teach their children to have passion for jihad and to take martyrs as their role models, she said.

Relating how her young daughter had delighted her by declaring her love for Osama Bin Laden, she said Muslim sons must be nurtured to be like the al-Qaida leader.

Neither should the battle be restricted to men, she said; not only should women encourage their husbands and children but they should also take up the struggle themselves.

"Go forth and prepare; fighting has been ordered on both of you," she said.

MIM: Dr. Daniel Pipes wrote about the Islamist "convenant of security" and examined the idea that the UK government is giving terrorists a pass as it were due to a tacit understanding that they will not carry out attacks on British soil if they are left alone. It appears that the arrest of Abu Hamza al Masri , whom the British reluctantly incarcerated in an apparent bid to appease Muslims by protecting him from extradition to the United States, has not worked as they may have hoped, at least in the case of Omar Bakri and Al Muhajiroun. The fact that Bakri has not been arrested could be due to the fears of what his followers will do. AM's recent declarations and public meetings after their publicised 'disbanding' could be meant as a way of 'upping the ante' and as a warning to the government not to move against members of their group .

Does the "Covenant of Security" Explain Londonistan? Like many others, I have repeatedly bemoaned and ridiculed British weakness vis--vis Islamism (for example, here, here, here and here). But what if there's a method behind the British madness? That's the thesis of Jamie Campbell's cover story in the New Statesman dated today, "Why terrorists love Britain." Relying on the insights of Mohamed Sifaoui, author of Inside Al Qaeda (an autobiographical account of how this French Algerian journalist posed as an Islamist and infiltrated terrorist organizations in France and the United Kingdom), Campbell suggests that hosting so many terrorists renders the UK precious to the terrorists, who in turn leave it alone.

According to Sifaoui, it has long been recognised by the British Islamists, by the British government and by UK intelligence agencies, that as long as Britain guarantees a degree of freedom to the likes of Hassan Butt [a loudmouth pro-terrorist Islamist], the terrorist strikes will continue to be planned within the borders of the UK but will not occur here. Ironically, then, the presence of vocal and active Islamist terrorist sympathisers in the UK actually makes British people safer, while the full brunt of British-based terrorist plotting is suffered by people in other countries.

Campbell then tries this thesis out on Omar Bakri, leader of al-Muhajiroun, one of the most extreme Islamist groups in the UK, who confirms it:

He tells me the story of the companions of the prophet Muhammad who, when travelling to Abyssinia, were given protection and hospitality by that nation. The result of this generosity is the Koranic notion of covenant, namely that as a Muslim it is de rigueur not to attack the inhabitants of any country in which one finds oneself living safely. This, according to Bakri, makes it unlikely that British-based Muslims will carry out operations in the UK itself.

To the extent the allowing of Islamists and terrorists safe haven on British soil is a conscious decision to keep the UK safe at the expense of others, this is an immoral and despicable policy that must be changed immediately. (August 9, 2004)

August 19, 2004 update: A reader, Yoel Natan, points out confirmation of the above thesis from Al-Muhajiroun in reportage by David Cohen of the Evening Standard. In an April 2004 article, Cohen recounts a conversation with Ishtiaq Alamgir, who goes by the name Sayful Islam. He is the 24-year-old leader of the Luton branch of al-Muhajiroun, the Islamist group:

According to Sayful, the aim of al-Muhajiroun ("the immigrants") is nothing less than Khilafah - "the worldwide domination of Islam". The way to achieve this, he says, is by Jihad, led by Bin Laden. "I support him 100 per cent."

Does that support extend to violent acts of terrorism in the UK? "Yes," he replies, unequivocally. "When a bomb attack happens here, I won't be against it, even if it kills my own children. Islam is clear: Muslims living in lands that are occupied have the right to attack their invaders. Britain became a legitimate target when it sent troops to Iraq. But it is against Islam for me to engage personally in acts of terrorism in the UK because I live here. According to Islam, I have a covenant of security with the UK, as long as they allow us Muslims to live here in peace."

He uses the phrase "covenant of security" constantly. He attempts to explain. "If we want to engage in terrorism, we would have to leave the country," he says. "It is against Islam to do otherwise." Such a course of action, he says, he is not prepared to undertake. This is why, Sayful claims, it is consistent, and not cowardly, for him to espouse the rhetoric of terrorism, the "martyrdom-operations", while simultaneously limiting himself to nonviolent actions such as leafletting outside Luton town hall.

Aug. 23, 2004 update: Further confirmation comes implicitly from a Reuters analysis of why the U.S. government is not making the sort of high-level catches its European counterparts can boast of. former officials say.

While some critics say a lack of similar high-caliber swoops in the United States indicates the Bush administration isn't doing enough to hunt terrorists at home, a range of experts and former officials across the political spectrum say key militants simply stay away because the danger of getting caught is greater in America.

Jan. 10, 2005 update: The same Omar Bakri quoted above now has determined that the "covenant of security" has come to an end in the United Kingdom due to the implementation of anti-terrorist legislation introduced after 9/11. To renew the covenant requires that the British government undo these policies and release those detained without trial. Should that not happen, British Muslims should "join the global Islamic camp against the global crusade camp." Bakri is openly threatening: "The response from the Muslims will be horrendous if the British government continues in the way it treats Muslims," explicitly raising the possibility of suicide bombings under the leadership of Al-Qaeda. Western governments must know that if they do not change course, Muslims will "give them a 9/11 day after day after day!" Bakri shouted, to what the United Press International's Hannah K. Strange characterized as "furious chanting."

Oh, and she recounts this from the conference at which he spoke:

A British Muslim arrested in Iraq for running guns to insurgents has ties to an Islamic extremist group with agents operating in the New York City borough of Queens, WorldNetDaily has learned.

The U.S. said this week it is holding Mobeen Muneef, 25, a London native captured by a U.S. Marines patrol unit Dec. 7 in Ramadi, one of the main centers for the insurgency against the U.S.-backed Iraqi government.

Muneef reportedly was detained after being caught passing weapons to insurgents and was in possession of an Iraqi ID card he allegedly admitted was fake. He was carrying an Iraqi pistol and four AK-47s, according to a report.

Sources told WND that Muneef attended several meetings for the UK-based Al-Muhajiroun, a worldwide Islamic fundamentalist group led by London cleric Sheik Omar Bakri Muhammad, who maintains operatives in Pakistan and in Queens.

The group, under intense pressure from the British authorities, said it disbanded in October, but security sources say Al-Muhajiroun leaders still are active in London and the U.S.

Al-Muhajiroun has in the past been suspected of facilitating transportation of British Muslims to fight U.S. troops overseas.

Last April, the U.S. arrested Al- Muhajiroun member Mohammed Junaid Babar, who returned to New York from Pakistan after claiming to have fought alongside the Taliban in Afghanistan. Babar admitted to being a sleeper agent for al-Qaida, aiding in a plot to blow up discos, restaurants and train stations in London.

WND was told an Al-Muhajiroun leader in Pakistan, who appeared behind Babar in a British documentary aired on ITN television network in November 2001, may have been instrumental in arranging for Babar to travel there.

Another Al-Muhajiroun member became a suicide bomber for Hamas, killing three Israelis when he blew up Mike's Place pizza shop in Tel Aviv in 2003 along with another British Muslim. Israeli security sources say Al-Muhajiroun helped connect the two Britons to Hamas.

Muhammad has hosted Hamas members and is suspected of involvement with Interpal, a British charity connected to Hamas. Muhammad told WND he supports Hamas and has called on the British Muslim community to contribute to the terrorist group and join it.

"We must support Hamas. ... We should maintain cooperation among nations so that we can all liberate ourselves together," Bakri told a group of British Muslims at a meeting attended by WorldNetDaily.

Al-Muhajiroun openly maintains a branch in Queens that claims to be involved in "only peaceful activities." The group holds closed-door meetings and study sessions at a mosque in Jackson Heights, Queens, led by an older cleric identified as Sheikh Choudray.

The Queens branch youth leader, Abu Yousuf, a U.S. citizen who says he attended a "camp" in Sudan and takes computer courses at the City University of New York, speaks at university events throughout New York City usually sponsored by the Muslim Student Association.

At one Al-Muhajiroun event at Queensborough Community College sponsored by the MSA and attended by WND, a Muhajiroun speaker working with Yousuf said, "We reject the U.N., reject America, reject all law and order. Don't lobby Congress or protest because we don't recognize Congress! The only relationship you should have with America is to topple it!"

The speaker continued, "The so-called terrorists are the only people who truly fear Allah. ... They are the only worthy causes, and the mighty superpower only fears them."

In a private interview with WND, a Queens based Al-Muhajiroun leader said he would be "absolutely honored" to give up his life in a "martyr operation" against American civilians. The leader warned that "a jihad is coming to America because of the moves of the Bush administration."

It is unclear how involved Muneef was with Al- Muhajiroun, but sources say he attended several meetings of the group in local mosques in London and has met with Muhammad. He originally told U.S. interrogators he was brought to Iraq by a humanitarian organization, but sources say he couldn't produce any credentials for verification, only a fake Iraqi ID. And he later tested positive for gunpowder residue, which indicated he had a weapon in his possession.

Muneef was being held at the Abu Ghraib prison outside Baghdad, but was transferred last week to the Bucca Detention Facility in the Iraqi capital.

"He is part of a larger group of foreigners participating in suspicious activities," said a U.S. official.

Another British-Iraqi national, captured by British troops in November in southern Iraq, is being held at the Shaibah military base on suspicion of involvement in terrorism.

Muneef's case is scheduled for review in March before a six-man Combined Review and Release Board in Baghdad.
