Prince Saud Al-Faisal, the Foreign Minister has confirmed that he has never seen Saudi Arabia more united against something than it is now against the terrorists, adding that the citizens have witnessed the unjustified hatred and bloodshed which terrorists are adopting and which pushed everybody to stand against them.(1)
"The Saudi authorities are taking the threats of more attacks with great seriousness and the Kingdom is ready for the worse possibilities as the attacks which the Saudi capital has faced were considered similar to Sep.11 in uniting the Saudis," Prince Saud Al-Faisal told CNN channel. "The attacks are alarm bells. Earlier, the Saudi authorities have taken the necessary measures to dismantle terrorism, but terrorism is different when it hits the homeland, and nobody can understand that except those who have passed by acts such as that of Sep. 11 which united the United States and that is what is happening now in Saudi Arabia," the Foreign Minister added.(2)
"The terrorists have committed a fatal mistake because they miscalculated the reaction of the people and the government to these terrorist acts," he said.(3)
In response to a question about the future targets of the terrorist acts in Saudi Arabia, Prince Saud Al-Faisal said: "The target which the terrorists may use in the future will not be an important one.(4)

Prominent members of the Saudi royal family continue to supply millions of dollars to al-Qaida and related groups, U.S. officials said, according to Geostrategy-Direct, the global intelligence service
The money is funneled through so-called charities, such as the Al Haramayn Islamic Foundation, they said.
On Feb. 19, the Treasury Department ordered banks to freeze accounts of the Oregon and Missouri branches of Al Haramayn. The foundation's U.S. headquarters is in Ashland, Ore.
An affidavit filed in U.S. District Court in Oregon asserted Al Haramayn was used to relay $131,000 from Saudi Arabia to al-Qaida-aligned fighters in Chechnya. The affidavit also reported a federal grand jury investigation of Al Haramayn.
"We have to stop the princes soliciting support among the radical militants in Saudi Arabia," former CIA official Robert Bauer told the International Commission on Religious Freedom in November 2003. "We have to stop them from giving money. We have to encourage them to start reforms throughout the kingdom or it's going to bring the whole system down."
In January, Riyadh and Washington agreed to relay a request to the United Nations to freeze the assets of Al Haramayn in Indonesia, Kenya, Pakistan and Tanzania. But officials said Saudi Arabia has refused to take responsibility for Al Haramayn, which is overseen by Islamic Affairs Minister Saleh Al Sheik.
The Bush administration is disappointed with Saudi Arabia's lack of cooperation to halt the financing to al-Qaida and related groups.
Despite the administration's insistence of growing cooperation, U.S. officials said Riyadh and Washington have made little progress in stopping the flow of funds from the kingdom to al-Qaida operatives in Europe and Asia. The officials said the administration's policy has been to publicly express optimism in hopes that Riyadh would improve cooperation.
"Saudi Arabia we're still dealing with," said Sen. Jon Kyl, an Arizona Republican and regarded as close to the White House. "I mean, we've made progress there, but a lot of the money that supports terrorism comes right out of one place. We had to deal with that in a different way," he told the Council on Foreign Relations on March 12.
"Talking to the Saudis has been very frustrating," an administration official familiar with the U.S. effort with Riyadh said. "There's been some promises of cooperation, but they were quickly forgotten."
"Now, think for a minute. Al Haramayn is established by the Saudi royal family," said former Treasury Department general counsel David Aufhauser. "It strikes me that there is too much abdication of actual power and responsibility when you say you do not have the ability to actually close down these offices abroad and the best you can do is to freeze what assets they have within the jurisdiction and to prohibit further contributions."
Aufhauser made his comments to a conference of the Middle East Policy Council on Jan. 23.
Until November 2003, Aufhauser was the administration's point man in the effort to prevent al-Qaida financing. He said Saudi Arabia has not prosecuted any of its nationals on charges of relaying funding to Islamic insurgency groups.
"In the two and a half years I spent on this matter, I cannot remember a single Saudi who was held accountable for being a donor to terrorist financing," Aufhauser said. "Until we get to the donors, the exercise is a fool's errand."

BOISE, Idaho — Sami Omar Al-Hussayen watches his court proceedings intently each day, conferring frequently with his four lawyers.
The bearded, bespectacled computer whiz makes a point to acknowledge supporters who come to the courtroom on the sixth floor of the federal building in Boise. He does the same with the children of his attorneys when they stop in.
A member of a prominent, well-to-do Saudi Arabian family, Al-Hussayen faces years in prison as the jury of eight women and four men sitting across from him in the courtroom each day listens to the testimony that prosecutors say will show he fostered terrorism.
"Even if the jury finds him not guilty," said Rand Lewis of the Martin School of International Affairs at the University of Idaho, "the Feds are going to deport him. And so they have achieved their goal, which is to show that they've strenuously fought terrorism within the United States. It's a face-saving case."
Al-Hussayen's wife and three young sons have already returned to Riyadh rather than fight federal attempts to deport him.
His lawyers and allies claim the government has it all wrong. The 34-year-old doctoral student is a leader of the Muslim community on the University of Idaho campus, a devoted husband and father and an opponent of terrorism, they say. He may be deeply concerned about the oppression of Muslims around the world, but only as any other deeply religious Muslim man would be.
The government, however, claims that its 21/2 year investigation shows that Al-Hussayen is the money man and computer brains behind an Internet network that is financing and recruiting terrorists worldwide. Prosecutors claim he has gone beyond mainstream Islam and its struggle against evil to radical Islam and extreme jihad, or terrorism.
Still, Al-Hussayen appears upbeat during the long hours of testimony each day.
"I think he's real confident in his innocence and glad to get the trial going after 14 months," said defense attorney Scott McKay, as the first week of the anticipated six-week trial drew to a close last Thursday. Testimony resumes Monday.
Assistant U.S. Attorney Kim Lindquist called Al-Hussayen a money conduit for terrorism who used his computer expertise to develop or manage a score of Web sites that included information about financing and participating in terrorist activity.
"The evidence will show his dual persona — a face to the public and his private face, his private face of extreme jihad," she said.
Lead defense attorney David Nevin maintains the public face is all Al-Hussayen has.
"He's not an angry fundamentalist bent on murder, maiming and kidnapping," Nevin said. "He's respected in the community. He raised his kids as Americans. His youngest son is a U.S. citizen by virtue of being born here."
As president of the Muslim Student Association on the Moscow campus, Al-Hussayen issued a public letter to the community in September 2001 condemning the terrorist attacks on the East Coast. He marched in a peace rally, donated blood and worked to educate locals about Islam.
Al-Hussayen's father is the retired education minister for the Saudi government. Three of his brothers are medical doctors, with one in Canada. His two sisters are college educated, one in computer science like himself. His younger brother is attending the University.
Born and raised in Riyadh, Al-Hussayen had the opportunity to travel the world as a boy with his father, who oversees Saudi students studying in other countries.
Al-Hussayen received his undergraduate degree from King Saud University in Riyadh in the early 1990s and worked at the College of Science and Technology of King Abdul Aziz University before beginning his studies in the United States.
He got his masters degree at Ball State University in Muncie, Ind., where he studied from 1994 to 1996, then began his doctoral work at Southern Methodist University in Dallas in 1997. He transferred to the University of Idaho for its computer science program that is rapidly building an international reputation.
Throughout his academic career, Al-Hussayen maintained near-perfect, if not perfect, grades, Nevin said.
Yet at the same time, Nevin said, Al-Hussayen was a fervent Muslim who did what he could to foster religious outreach programs and support Muslims fighting oppression, especially those in Chechnya and in the Middle East.
"Sami cares deeply about what's going on in Chechnya and Palestine," Nevin said.
Lindquist maintains that Al-Hussayen was so concerned that he ran Web sites that supported the militant Palestinian organization Hamas and funneled money to the Islamic Assembly of North America.
"With his expertise and expert advice, he created for them the vehicle for the recruiting and funding of terrorists," Lindquist said.
But Nevin maintained that what Al-Hussayen wanted was not more terrorism but "our prayers and our attention.
"He's not a pacifist," Nevin admitted. "He thinks the Chechens and Palestinians should continue to fight. But he did not want terrorism."

The Declaration of the Council of Senior Scholars of Saudi Arabia on the Riyadh Suicide Bombings All Praise is for Allah Alone, may the prayer (Salaah) and peace (Salaam) be upon the last Prophet and his family and Companions. To proceed: The Council of Senior Scholars held a special session in Riyadh, Wednesday the 13th of Rabee' Al-Awwal, 1424, about the explosions that occurred in the city of Riyadh on Monday, the 11th of Rabee' Al-Awwal, 1424, regarding what took place of the killing, destruction, terrorizing, and damage inflicted upon people, (both) Muslims and other than them. It is well known that the Sharee'ah of Islam came to protect the five necessary things and prohibit transgression against them, and they are: 1) religion The Muslims do not differ over the prohibition of transgression against persons who have a right to be protected. The people who have a right to be protected, according to the Religion of Islam, are: Muslims - It is never permissible to transgress against any Muslim person or to kill one without right. Whoever does this has committed among the greatest of major sins. And Allah the Most High has said: And whoever kills a Muslim intentionally, then his recompense is Jahannam (Hell), he will reside there for an extensive amount of time, and Allah's Anger and Curses are upon him, and He has prepared a great torment for him... And He, Subhaanahu (and He is free of any imperfection) has said: And due to that we prescribed for the Children of Israa'eel that whoever kills a person, not as a recompense for his killing of another, or to spread corruption on earth, then it is as if he has killed all of mankind... Mujaahid may Allah have Mercy on him, (a great scholar of the past) commented on sin as meaning, "this shows the severity of killing a person with no due (legal) right." [i.e. His sin is as heavy as the one who has actually killed all of mankind – ed.] And the Prophet (sallallaahu ‘alaihi wa sallam) said: The blood of a Muslim that bears witness that none has the right to be worshipped (in truth) except Allah and that I am the Messenger of Allah is not permissible (to spill), except in three cases: 1) recompense for killing someone else, 2) stoning the married adulterer, 3) the one who leaves his religion (Deen), abandoning the congregation (jamaa'ah) [Agreed upon (Al-Bukhaari and Muslim)] This is the version of Al-Bukhaari. And the Prophet (sallallaahu ‘alaihi wa sallam) said: I have been ordered to fight the people until they testify that there is no deity worthy of worship other than Allah and that Muhammad is the Messenger of Allah, establish the prayer, and pay zakaat, and if they do this, then their blood and money shall be protected from me, except by an Islamic right, and their account will be with Allah [Agreed upon, and narrated by Ibn ‘Umar, may Allah be pleased with him] And in the Sunan of An-Nasaa'ee, on the authority of ‘Abdullaah ibn ‘Amr, (radiallaahu'anhu), the Prophet (sallallaahu ‘alaihi wa sallam) said: The cessation of the dunyaa (world) is less significant to Allah than the killing of a single Muslim. And one day, Ibn ‘Umar looked to the House, or the Ka'bah, and said: How great you are, and how great is your sanctity, and the believer is even greater in sanctity to Allah than you (Meaning that the haram (holy sanctuary) is safe and protected from fighting and bloodshed, and the believer has even more right to be safe and protected from bloodshed) All of these texts and others show the serious reality of the sanctity of a Muslim's blood, and the prohibition of killing a Muslim for any reason other than what has been mentioned in the Sharee'ah's texts, so it is not permissible to transgress against any Muslim without legal justification. Usaamah bin Zaid reported, "Allah's Messenger sent us towards Al-Huruqa, and in the morning we attacked them and defeated them. I and an Ansari man followed a man from among them and when we overwhelmed him, he said, "Laa ilaaha illallaah." On hearing that, the Ansari man stopped, but I killed him by stabbing him with my spear. When we returned, the Prophet (sallallaahu ‘alaihi wa sallam) came to know about that and he said: O Usaamah! Did you kill him after he had said "Laa ilaaha ilallaah?" I said, "But he said so only to save himself." He kept on repeating that so often that I wished I had not embraced Islam before that day [Agreed upon, and this is the wording of Al-Bukhaari.] This shows, with the greatest of evidences, the sanctity of life. This was a polytheist (mushrik) man, and they were making jihaad, on the plains of battle (fighting), and when they overwhelmed him, and gained power over him, he spoke with (the utterance of) Tawheed, and Usaamah bin Zaid killed him, holding that he only said it in order to prevent his own death, and the Prophet (sallallaahu ‘alaihi wa sallam) did not accept his excuse, and his interpretation (of the situation). And this is from the greatest of (affairs) that indicates the sanctity of the blood of the Muslims and the serious crime of the one who violates it. Just like the blood of the Muslims is prohibited, then their wealth is also protected by the saying of the Prophet (sallallaahu ‘alaihi wa sallam): Your blood and your properties are sacred to one another like the sanctity of this day of yours, in this (sacred) town (Makkah) of yours, in this month of yours. Reported by Muslim, and this speech was said by the Prophet (sallallaahu ‘alaihi wa sallam) in the khutbah (sermon) of the Day of 'Arafah, and both Al-Bukhaari and Muslim reported it like regarding the Day of An-Nahr (sacrifice). From what has preceded, the prohibition of killing the soul that has been protected without any legal justification becomes clear. Also from the lives that are protected in Islam, are the lives of: 1) Non-Muslims who are given agreements (guarantees) by the Muslim government, From ‘Abdullah bin Amr bin al-Aaas (radiallaahu 'anhumaa) from the Prophet (sallallaahu ‘alaihi wa sallam) who said: Whoever killed a person having a treaty with the Muslims, shall not smell the fragrance of Paradise though its smell is perceived from a distance of forty years. [Related by Al-Bukhaari] Whomever the waliyy ul-amr (a Muslim ruler) allows entry (into the land) with the covenant and promise of ensuring his safety and security, then his life and wealth are protected, it is not permissible to harm him, and whoever kills him, then he is as the Prophet (sallallaahu ‘alaihi wa sallam) said: ...he will not smell the fragrance of Paradise... And this is a very severe warning for the one who turns upon those who have been given agreements. It is known that the custody (protection) of the people of Islam is a single entity (i.e. a collective whole, equal), the Prophet (sallallaahu ‘alaihi wa sallam) said: The blood of the Believers is equal (one to another), and the least of them strives for their protection... When Umm Haani (radiallaahu'anhaa) granted sanctuary (i.e. protection, on account of a benefit arising from that) to a man from the mushrikoon (polytheists) in the Year of the Conquest (of Makkah), and when 'Ali bin Abi Taalib (radiallaahu 'anhu) desired to kill him, she went to the Prophet (sallallaahu ‘alaihi wa sallam), and informed him (of that) so he (sallallaahu ‘alaihi wa sallam) said: We have granted sanctuary to the one you have granted sanctuary O Umm Haani. Reported by Al-Bukhaari and Muslim. The intent here is that the one who entered (the land) with an agreement of personal security, or who had a pledge from the one in authority, due to a maslahah (benefit) that he (the one in authority) saw (in giving this person that pledge), then it is not permissible to turn upon him and nor to transgress upon him or his wealth. When all of this has become clear, then what occurred of the bombing incidents in the city of Riyadh is a prohibited matter that the religion of Islam does not affirm, and its unlawfulness has come from numerous angles: 1) That this action is a transgression upon the sanctity of the land of the Muslims, and frightening of those who are secure and safe therein The meeting of the Council of Senior Scholars explains this matter in order to warn the Muslims from falling into these destructive, prohibited matters, and in order to warn them from the plots of Shaytaan (Satan), for he never ceases to work upon the servant until he enters him into the things that destroy, either by extremism, alienation from (the religion), or fighting against it, and refuge is with Allah. And Shaytaan (Satan) does not care by which of the two he can triumph over the person, because both of these paths, that of extremism and that of aversion and alienation are from the paths of Shaytaan (Satan) that make a person fall under the wrath and punishment of Ar-Rahmaan. And what was done by those who performed these actions, of killing themselves by blowing themselves up, then that enters into the generality of the saying of the Prophet (sallallaahu ‘alaihi wa sallam): Whoever killed himself in the world with anything, then Allah will punish him by that same thing on the Day of Resurrection, reported by Abu Awaanah in his Mustakhraj from the hadeeth of Thaabit bin Ad-Dahhaak, (radiallaahu 'anhu). The Prophet (sallallaahu ‘alaihi wa sallam) said: He who commits suicide by stabbing himself with an iron (blade) shall that have that iron (blade) in his hand, and he will thrust it into his body in the fire of Hell, remaining therein forever (in that state), and whoever ingested poison and killed himself, then he will drink it in the Fire of Hell, remaining therein forever (in that state), and whoever threw himself off a mountain and killed himself, then he will be falling in the Fire of Hell, remaining therein for ever (in that state) And this is also in Al-Bukhaari with something similar. Then let everyone know that the enemies, from every angle, have today designated the Islamic Ummah (Nation) for domination. They (the enemies) rejoice with all the ways that justify this domination for them, over the people of Islam, and (which justify) humiliating them, and taking advantage of their resources and riches. Hence, whoever aided them in their goal, and opened up avenues amongst the Muslims and in the Muslim lands for them, then he has aided in (bringing about) harm upon the Muslims and in dominating their lands. This is from the greatest of oppression. It is obligatory (upon all) to be concerned with the Sharee'ah knowledge that is founded upon the Book and the Sunnah (The ‘Qur'aan and the Prophetic sayings and manners) in accordance with the understanding of the (Pious) Predecessors of the Ummah, and this occurs in the schools, universities and the mosques, and the media of information. Just like it is also obligatory to be concerned with commanding the good and prohibiting the evil, and giving mutual advice upon the truth. This is because the need, rather the necessity, calls to this now more than any time that has passed before. It is upon the Muslim youth to have a good opinion of their Scholars and to take from them so that they come to know that what the enemies of the religion are striving towards is to drive a wedge between the Ummah's youth and the Scholars and the Rulers, so that their strength weakens, and therefore, taking control over them (as a result) becomes easier. Hence, it is obligatory to be aware of this. May Allah protect everyone from the plot of the enemies, and it is upon all the Muslims to have fear of Allah in the secret and in the open, and to make a sincere, truthful repentance from all sins. For no calamity has descended except due to a sin, and no (calamity) has been raised except due to repentance. We ask Allah that He rectifies the condition of the Muslims, and distances the lands of the Muslims from every evil and dislikeable thing, and prayers and peace be upon our Prophet Muhammad, his family and his companions.
