The United States isn't the only Western democracy struggling to adapt its legal system to the threat from Islamist terrorism. But at least Americans agree that the threat exists. That hasn't been the case in Europe -- until now.

Last year's murder of Dutch film maker Theo van Gogh seems to have been a watershed moment that has awakened Europe to the danger. A radical Muslim of Dutch-Moroccan heritage has been charged with the crime, and in a pre-trial hearing last week the prosecutor told the court, "The murder made it clear that terrorism, inspired by an extreme interpretation of Islam, is a reality in our country."

And sure enough, in recent weeks police in France, Germany, Spain, Italy and the Netherlands have rounded up dozens of terrorist suspects. According to intelligence reports, security services have thwarted a dozen major terrorist attacks in Europe since September 11.

Intelligence experts believe Europe is targeted for two reasons: ideology and opportunity. Despite the political disagreements some European countries have with the Bush Administration, Islamist terrorists still consider Europe part of the hated and infidel West. In addition, Islamic terrorists -- some of whom carry European passports -- can hide and move about much more easily amid Europe's large Muslim and Arab populations than they can in the U.S.

Consider Spain, where the government thought that withdrawing its troops from Iraq after last year's Madrid train bombings would take it off the terrorist target list. No such luck. Security services have since foiled Islamist attacks against such targets as the main criminal court and Madrid's soccer stadium. Last year, the Spanish arrested more than 130 suspected Islamist terrorists. Also last year, terror suspects were arrested in Britain and France for planned poison gas attacks.

Embarrassment over finding some of their nationals among the terrorists killed by U.S. forces in Iraq has also led governments in Europe to step up efforts to stop the recruitment in their countries of suicide bombers for the jihad in Iraq. After a 19-year-old Frenchman was killed during an American bombardment of Fallujah in July, the French began an investigation that led last week to the arrest of a cell of 11 people who allegedly were recruiting terrorists for Iraq.

Early last month Germany arrested 15 terrorist suspects, and 10 days ago it caught two alleged al Qaeda members accused of plotting a suicide attack in Iraq. One of the accused is also suspected of having planned to obtain 48 grams of enriched uranium from Luxembourg. According to news reports, Germany plans to take advantage of a new law to expel more than 100 Islamists.

In Britain, the Law Lords recently threw out a law, passed just after September 11, that allowed indefinite detention of foreigners considered a terrorist threat who refused to leave the country. In reaction, Tony Blair's Labor government announced it will change the law, giving it sweeping powers to impose house arrest on terrorist suspects, regardless of nationality.

All in all this news is encouraging, although some Europeans still think they can play politics with terrorists. Last Tuesday an Italian judge, Clementina Forleo, acquitted three North Africans of international terrorism charges for allegedly recruiting suicide bombers for Iraq. She ruled that the men were guerrillas, not terrorists. Italian soldiers, who had just buried their 20th compatriot killed in Iraq, were not amused. Even members of the center-left opposition were shocked. Stefano Dambruoso, Italy's best-known antiterrorism prosecutor, condemned the ruling, saying suicide bombings "must always be considered terrorism."

"Clementina go home" read the English headline of a front-page editorial in La Stampa. Europe may finally be waking up.

MIM: A recent interview in a Dutch paper the NRC Handelsblad, with Oliver Roy a French Islam expert, seems to contradict the 'optimistic' assessment of the WSJ article which says that Europe is waking up to the problem of radical Islam. The comments made by Roy shows that he sees the problem as something which can be solved by mutual soul searching, and discussion of cultural identity, and seems to have failed to take into account that the radical Muslims in question are a second generation of Muslims born and bred in Europe, who have conciously rejected Europe and embraced fundamentalist Islam.Roy seems to be restating the mistaken" prediction of fundamentalism's becoming tame" which he made in 1995.

MIM: Below are excerpts from Dr.Daniel Pipes 1995 review of Oliver Roy's book " The Failure of Political Islam" . In a recent interview in the Dutch papers, Roy stated that the fundamentalist problem began with Rushdie and the Van Gogh murder is a stage which Europe is going through in seach of their identity. More proof of what Dr. Pipes described as his "wrong headed notion of the failure of fundamentalist Islam" which Roy presented in 1995.

The recent interview seems to show that Roy still harbors some quaint notion that the fundamentalists will see "the error of their ways" and 'get with the program' and echoes Dr. Pipes final question of "How can someone who knows so much be so completely wrong ?" http://www.danielpipes.org/article/659

The fact that Oliver Roy is a highly sought after commentator and government consultant on radical Islam whose views have been proven so far off the mark does not bode well regarding Europe's ability to deal with the growing radical Islamist threat. It is imperative that it be seen as a religous, political, and police/military problem, and not a philosophical theoretical one to be solved with dialouge and 'social contracts'. Roy also ends with an embarressingly simplistic conclusion which puts the murder of Pim Fortuyn by an animal rights activist, on a par with the Van Gogh murder by a Dutch born Muslim, who dressed in traditional Muslim clothing , ritually slaughtered Van Gogh, and stuck a letter in his chest with a knife which was a combination of a Jihad manifesto and a fatwa. This in itself shows that Roy sees the problem as an intellectual philosophical one which raises questions as to if Europeans will follow his lead or really wake up as the Wall Street Journal article thinks they are in the process of doing.

Excerpts from Dr.Daniel Pipes review of Oliver Roy's "The Failure of Political Islam" 1995

But the stunningly wrong-headed notion in Roy's book is his thesis about the failure of fundamentalist Islam. He seems to assume that because fundamentalists have not swept the Muslim world, they cannot do so in the future. This is comparable to an analyst's looking around in 1933, sixteen years after the Bolshevik revolution, and deciding that because communism came to power in only two countries (Mongolia being the second), and even there did not live up to its socialist ideals, therefore "the revolution is behind us." That would have been a profoundly mistaken conclusion; and so is Roy's today, sixteen years after the Iranian Revolution.

Indeed, Roy has already been proven wrong. The French version of The Failure of Political Islam appeared in October 1992, and the three years since have exposed his complete misunderstanding of the situation in Algeria. He expected a "watered down" movement not to amount to much; if FIS reaches power in Algeria, he predicted, it "will not invent a new society. . . . the FIS's Algeria will do nothing more than place a chador [women's headdress] over the FLN's Algeria."

Well, FIS is yesterday's organization, surpassed by the Armed Islamic Group (GIA). As its name implies, the GIA is not a gentle band of preachers urging moral self-improvement but a deadly gang of murderers. News of their work comes almost daily out of Algiers. They specialize in murdering the children of police officers, women without veils, unsympathetic journalists, and non-Muslim foreigners. They kill their victims in particularly horrifying ways, slitting throats and cutting off heads. As in Cambodia, where the Khmer Rouge attacked all those educated and Western-oriented, so in Algeria is anyone speaking French or wearing a business suit a potential victim. In comparison to the potential deaths in the culture war building in Algeria, the revolution in Iran was child's play. The GIA on its own repudiates Roy's prediction of fundamentalism's becoming tame.

Which raises the question: How can someone who knows so much be so completely wrong? Roy seems to write in the French tradition of intellectual virtuosity-taking an implausible point and making a brilliant argument for it. He also indulges in the intellectuals' sin of épater la bourgeoisie; fears of fundamentalist Islam being particularly severe in middle-class France these days, he perversely must insist on their being illusory.

It began with the Rushdie Affair

Paris: The French Islam expert Oliver Roy, has made a connection with the murder of Theo van Gogh and the radical turn in the way of thinking about Islam in Holland. But the problem is European: cultures are looking for new identity.

'I don't know of any country in Europe which has fallen so far in their belief in a multi cultural society as Holland. But a mature, well thought out debate has begon which new could lead to new insights.'

Holland finds itself in a completely different situation then France. They have been discussing the headscarf issue for twenty years and the Islam debate is deeply entrenched. The situation in Holland is also different then in Great Britain,where the believe in multi cultural society is under pressure, but continues unabated. Whereas Denmark always had a more conservative approach.

In his book "The Globalisering of Islam",Roy explains how Islam in the West has become loose from it's Arabic background and the tensions which result.

He connects the murder of Van Gogh to a broader European problem: The oncertainty regarding identity by Muslims and non- Muslims.'There is talk about a crisis of cultures,now that the borders between them have become vague and both parties are looking for their identities.' Non- Muslims are presently doing that by identifying themselves in terms of opposition to Islam. Muslims are doing that by taking their identities completely from their religion. With the dissapearence of traditional barriers both parties have the need to have a clear definition of their respective roles.That is sometimes accompanied by violence'.

Roy goes back to the '80's to explain the source of this.'In fact the problem began with the Rushdie Affair . In the eyes of the fundamentalists he had gone to far with his book "The Satanic Verses". Don't mess with our religion they said. They demanded protection against this type of attack and showed that they themselves were prepared to take matters into their own hands'.

Roy expects that the result of the (Van Gogh) murder will be an increase in hate and all the accompanying consequences .He also looks at the murder relatively. It is an individual act and not a rebellion or riot involving tens of hundreds of people.

He also adds that it will make a difference for the future if it turns out that it was an individual perpetrator, as in the case of Fortuyn, or if the Moroccan is part of a group.In a second phase, according to Roy, everyone will be forced to reflect. The realisation that there is a mutual identity crisis,can very well lead to new revelations and insights and result in new ideas. Roy "After long discussions new identities must be the result".

Fundamentalist Muslims are themselves placed between two options: Roy: 'They either say that the murder of Van Gogh was a good thing ,what is totally unacceptable, or they have to accept that criticism of Islam is possible.Fundamentalist Muslims must also be able to deal with this'.

'On the other side the non- Muslims must see that this question is not simply the pitting of a group of guilty people against a group of victims. Just like after the death of Fortuyn not all animal activists were considered guilty".

PARIJS - De Franse islamoloog Olivier Roy legt een verband tussen de moord op Theo van Gogh en de radicale omslag in het denken over de islam in Nederland. Maar het probleem is Europees: culturen zoeken naar een nieuwe identiteit.


'Ik ken geen land in Europa dat zo radicaal van zijn geloof in de multiculturele samenleving is gevallen als Nederland. Maar een rijp, weloverwogen debat is aan dat nieuwe inzicht niet voorafgegaan.

'Nederland bevindt zich daarmee in een heel andere situatie dan Frankrijk. Daar is twintig jaar intensief over het hoofddoekje gediscussieerd en is het islamdebat diep verankerd. Ook is de situatie in Nederland heel anders dan in Groot-Brittannië, waar het geloof in de multiculturele samenleving wel onder druk staat, maar nog altijd wordt beleden. Of Denemarken dat altijd wel een zeker conservatisme heeft behouden.'

In zijn boek De globalisering van de islam geeft Roy aan hoe de islam in het westen los raakt van zijn Arabische achtergrond en welke spanningen dat oproept.

De moord op Van Gogh wordt door hem in verband gebracht met een breder Europees probleem: de onzekerheid over de eigen identiteit bij moslims én niet-moslims. 'Er is sprake van een crisis van culturen, nu de grenzen daartussen vervagen en beide partijen hun identiteit zoeken. Niet-moslims doen dat tegenwoordig door hun identiteit in oppositie tot de islam te definiëren. Moslims doen het door hun identiteit geheel aan hun religie te ontlenen. Met het verdwijnen van de traditionele grenzen tussen culturen ontstaat aan beide zijden een behoefte tot een duidelijke rolverdeling te komen. Dat gaat soms met geweld gepaard.'

Roy gaat terug naar de jaren tachtig om de oorsprong daarvan aan te geven. 'In feite is het probleem begonnen met de affaire-Rushdie. Die was in de ogen van fundamentalisten met zijn boek De Duivelsverzen te ver gegaan. Kom niet aan onze religie, zeiden zij. Ze eisten bescherming tegen dit soort aanvallen en toonden zich bovendien bereid die bescherming zelf met geweld ter hand te nemen.'

Roy gaat ervan uit dat de consequentie van de moord in eerste instantie een toename van haat in de Nederlandse samenleving zal zijn met alle conflicten van dien. Al relativeert hij de gebeurtenis ook: 'Het gaat om één individuele daad, niet om opstanden en rellen waarbij tientallen of honderden personen betrokken zijn.'

Hij tekent daarbij aan dat het voor het vervolg uitmaakt of zal blijken dat het een individuele dader betreft, zoals bij Fortuyn, of dat deze Marokkaan deel uitmaakt van een groep. In een tweede fase zal, zo verwacht Roy, iedereen worden gedwongen goed na te denken. Het inzicht dat er van een wederzijdse identiteitscrisis sprake is, kan dan wellicht doorbreken en uitmonden in nieuwe inzichten. Roy: 'Er zullen na lange discussies nieuwe identiteiten moeten komen.'

Fundamentalistische moslims zien zich vooralsnog voor twee opties geplaatst. Roy: 'Óf ze beweren dat de moord op Van Gogh een goede zaak is, wat uiteraard onacceptabel is, óf ze gaan accepteren dat kritiek op de islam voortaan wel degelijk mogelijk is. Fundamentalistische moslims zullen dat ook voor hun geloof moeten leren toe te staan.

'Aan de andere kant zullen de niet-moslims moeten inzien dat je in deze kwestie niet simpelweg een groep van slachtoffers tegenover een groep van schuldigen kunt plaatsen. Net zoals na de moord op Fortuyn terecht niet alle dierenrechtactivisten verdacht zijn gemaakt.'

The AIVD General Intelligence and Security Services deliberately lured the armed and dangerous Muslim radical Jason W. into a house in the very populated area in The Hague . Listening devices had been installed in an apartment in the Laakwartier district where Jason W. in September together with other radical Muslims were arrested after a siege lasting hours....

..."The members of the so called Hofstad Groep , against whom a trial is scheduled to begin Monday in Rotterdam,are also suspected of having prepared an assassination attempt against the politicians Ayaan Hirsi Ali and Geert Wilders.The indictment shows that several members of the group are suspected of involvement in the murder of Theo van Gogh.They are also being charged with being members of a group with terrorist objectives."

AIVD zette val voor Jason W.

AMSTERDAM/DEN HAAG - De inlichtingendienst AIVD heeft de vuurgevaarlijke moslimradicaal Jason W. doelbewust een huis ingelokt in een dichtbevolkte wijk in Den Haag. In de woning in de wijk Laakkwartier waar Jason W. in november samen met een andere radicale moslim na een urenlange belegering werd gearresteerd, was door de geheime dienst afluisterapparatuur geïnstalleerd.


De AIVD maakte voor de transactie gebruik van de diensten van 'Ed', die zich presenteerde namens bedrijf H., een vennootschap waarvan de naam bij de krant bekend is. Het gaat waarschijnlijk om een bedrijf dat speciaal is opgericht door de geheime dienst. Volgens een kenner van de AIVD is het een gangbare techniek om verdachte personen in een geprepareerd huis te lokken. De dienst zelf geeft geen commentaar.

Het pand aan de Antheunisstraat werd gehuurd door Jason W. Deze radicale moslim, al sinds de zomer van 2003 in beeld bij de AIVD, huurde officieel op 1 september 2004 het huis als kraakwacht en betaalde 200 euro huur in de maand. Bij zijn arrestatie op 10 november 2004 zijn gegevens over 'Ed' en zijn bedrijf aangetroffen.

Bij Haagse autoriteiten die betrokken waren bij de arrestatie van de twee moslimradicalen, leven al langer vragen over de gebeurtenissen in de nacht van 9 op 10 november 2004 - vooral over de rol van de geheime dienst. De aangetroffen gegevens bij Jason W. bevestigen vermoedens dat de AIVD het huis heeft geleverd aan Jason W.

Burgemeester Deetman van Den Haag wist niet dat de dienst de moslimextremist aan een woning in het Laakkwartier hielp. Bij de voorbereiding van de aanhouding was Deetman evenmin betrokken. Pas anderhalf uur voor de mislukte arrestatie werd hij geïnformeerd over het plan de woning aan de Antheunisstraat binnen te vallen.

Jason W. is een van de dertien radicale moslims die volgens leden van het Openbaar Ministerie terroristische aanslagen hebben voorbereid.

Twee andere verdachten zijn nog voortvluchtig, onder wie de leider van de groep, de Syriër Mohammed al I.

De leden van de zogeheten Hofstadgroep, tegen wie maandag in Rotterdam het proces begint, zouden ook moordaanslagen hebben voorbereid op de politici Ayaan Hirsi Ali en Geert Wilders. Uit de dagvaarding blijkt verder dat een aantal leden van de groep wordt verdacht van betrokkenheid bij de moord op Theo van Gogh. Ook worden ze beschuldigd van het lidmaatschap van een criminele organisatie met terroristisch oogmerk.

'Vrouw zal Hirsi Ali vermoorden'

In the radical Islamist circles in Holland, who follow the ideology of Mohammed B., 'new brothers' have taken the place of members of the Hofstad network who were arrested in November. Plans were foiled in the group to murder Lower House member Ayaan Hirsi Ali (VVD) using a woman.

This was said by three women, Fatima, Naima, and Khadisja, who themselves make up what they call the "friends club of what the AIVD calls the Hofstad Groep'. The group's decision to use a woman was not because of strategic considerations. It would also have been extremely difficult for a woman to have come close to the tightly guarded Hirsi Ali.

"If Hirsi Ali were to be killed by a woman, it would a have a bigger impact, said Naima who is married to Mohammed el M. He is one of the members of the Hofstad Groep.Naima says that the sisters have patience. 'Even if it takes ten years', Fatima, Naima, and Khadisja claim that they themselves are not prepared to use violence in Holland.They are using pseudonyms so they will not be recognized by their parents who do not accept their radical ideas. (Note: This seems quite disingenuous since one of the women claims to be married to a member of the Hofstad Groep).

The security around Hirsi Ali had evidence that an attack on her could be attempted by a woman. Shortly after the murder of Theo van Gogh, a young Muslimah came to the Lower House with a book, The True Muslim' about which she wanted to discuss with Hirsi Ali. AMSTERDAM - In radicaal-islamitische kringen in Nederland, die aanleunen tegen het gedachtegoed vanMohammed B., hebben 'nieuwe broeders' de plaatsen ingenomen van de leden van het Hofstadnetwerk die sinds november vastzitten. Binnen de groep worden plannen beraamd om het Tweede-Kamerlid Ayaan Hirsi Ali (VVD) door een vrouw te laten vermoorden.


Dit zeggen drie vrouwen, Fatima, Naima en Khadisja, die zelf deel uitmaken van wat zij noemen 'de vriendenclub die de AIVD betitelt als Hofstadgroep'. Dat de groep heeft besloten een vrouw in te zetten is niet om strategische redenen. Ook voor een vrouw zal het buitengewoon moeilijk zijn bij de streng bewaakte Hirsi Ali in de buurt te komen.

'Als Hirsi Ali door een vrouw wordt vermoord, zal dat een nog grotere impact hebben', verklaart Naima, die is getrouwd met Mohammed el M. Hij is een van de leden van de Hofstadgroep. Naima stelt dat de zusters geduld hebben. 'Al moet het tien jaar duren.' Fatima, Naima en Kadisja zeggen zelf niet bereid te zijn geweld in Nederland te gebruiken. Ze gebruiken schuilnamen om niet herkend te worden door hun ouders, die hun radicale ideeën niet accepteren.

Ook de beveiliging van Hirsi Ali heeft aanwijzingen dat een aanslag op haar, mogelijk door een vrouw zal worden gepleegd. Kort na de moord op Theo van Gogh meldde een jonge moslima zich bij de Tweede Kamer met het boek De ware moslim, waarover zij met Hirsi Ali wilde praten. Dat boek, een oproep tot de jihad, is van Abu Zubair, de schuilnaam van Mohammed B.

De moslima heeft het boek en haar mobiele nummer bij de beveiliging achtergelaten. Hirsi Ali kon op dat moment niet weten dat het boek van Mohammed B. was.

De AIVD doet geen mededelingen over het geslacht van degenen die op de lijst van 150 potentiële terroristen staan. Deze groep wordt door de AIVD in de gaten gehouden. 'We hebben zeker wel aanwijzingen dat sprake is van toenemende radicalisering van moslima's', aldus een woordvoerster.

'Nieuwe broeders' hebben zich inmiddels aangesloten bij een groep met dezelfde radicale ideeën als het Hofstadnetwerk. Naima is benaderd door 'een nieuwe broeder' die haar financiële steun toezegde. Een koerier, 'een jongetje van 11 jaar', bracht haar geld, een laptop en een telefoon. De broeders opereren onder andere vanuit Amsterdam. Een centrale rol in deze nieuwe groep spelen drie 'zusters die zijn als broeders'

MIM: Letter recruits youth for Iraq

Amsterdam: A recruiting letter is circulating in radical Islamist circles in Holland which is calling upon Muslim youth to join the Jihad fighters in Iraq. One of the documents 'Fatima's letter', is also being circulated in circles around the Hofstad Groep Network.

In the letter 'Fatima', is introduced as the sister of a well know Jihad fighter, who gives a graphic (note: fictive) description of rape and tortures perpetrated by American soldiers.The letter was placed by 'getal 1' in the msn chatgroup nl boeken, where work of Mohammed B. can also be found. According to experts in radical Islam the letter is war propaganda.

AMSTERDAM - In radicaal-islamitische kringen in Nederland circuleren rekruteringsbrieven waarin moslimjongeren worden oproepen zich aan te sluiten bij de jihadisten in Irak. Een van die documenten, Fatima's brief, wordt ook verspreid in kringen rond het zogenoemde Hofstadnetwerk.

In de brief doet Fatima, geïntroduceerd als de zus van een bekende Iraakse verzetsstrijder, op indringende wijze verslag van verkrachtingen en martelingen door Amerikaanse soldaten. De brief werd op 13 januari door 'qetaal1' geplaatst in de msn-chatgroep nlboeken, waar ook werken van Mohammed B. zijn te vinden. Volgens kenners van de radicale islam is het bericht oorlogspropaganda.

'Nederlanders in Irak voor jihad'

AMSTERDAM - De brief die op internet moslimbroeders oproept de onderdrukte vrouwen in Irak te komen bevrijden, heeft grote indruk gemaakt op radicale jongeren in Nederland. Twee jongens, een tot de islam bekeerde Nederlander en een bekeerde Surinamer, zouden inmiddels naar Irak zijn vertrokken.

Het document, Fatima's brief, wordt ook verspreid in kringen rond het zogenoemde Hofstadnetwerk. De vriendenclub rond dit netwerk is gevraagd smeekbedes te doen bij Allah 'voor de broeders', opdat ze een mooie martelaarsdood krijgen in Irak.

Volgens de begeleidende tekst is de brief van Fatima, een in het Arabisch gesteld handgeschreven document, eind 2004 uit de beruchte Abu Graib-gevangenis gesmokkeld. In de brief schrijft Fatima

: 'Mijn broeders Mujahideen op de weg van Allah! Wat kan ik tegen jullie zeggen? Ik zeg tegen jullie: onze baarmoeders zijn gevuld met de kinderen van overspel door die zonen van apen en varkens die ons hebben verkracht. Of kan ik jullie vertellen dat zij onze lichamen hebben verminkt en de kleine kopieën van de Koran die wij om onze nekken droegen hebben verscheurd? Allah is de Grootste!'

Verderop in de brief schrijft ze: 'Met mij zijn dertien meisjes, allemaal ongetrouwd. Allemaal zijn ze verkracht in het zicht en gehoor van iedereen.' Ze vertelt dat een van de meisjes zelfmoord heeft gepleegd. De brief eindigt met een kreet om hulp. 'Broeders, ik vraag jullie nogmaals, vrees Allah! Dood ons met hun zodat we eindelijk rust kunnen krijgen. Help! Help! Help! (Wa Mu'atasima!)'

Fatima's brief is geïnspireerd op de geschiedenis van de islam. Arabische geschiedenisboekjes leren dat de kreet Wa Mu' atasima van een moslimvrouw is die door de Romeinen in 832 gevangen werd genomen in Ammoriyyah (nu Turkije). Kalief Al Muátasiem bi Allah hoorde ervan, bracht zijn legers in stelling en bevrijdde de vrouw.

Zij bleek een afstammeling van de profeet te zijn via de lijn van zijn dochter Fatima. Sindsdien staat deze vrouw symbool voor alle door ongelovigen onderdrukte Fatima's in de wereld.

In de MSN-chatgroep nlboeken, waar de brief werd geplaatst, is ook een steunbetuiging te vinden aan Nederlandse moslimextremisten. De brief Woorden van pijn is opgedragen 'aan onze helden: Samir, Abu Zubair (schuilnaam van Mohammed B.), Suhaib (Ismail A.), Jamal (Jason W.) en andere broeders die in Nederland vastzitten omwille van Allah'.

In de chatgroep staat verder het laatste werk van Mohammed B., dat hij schreef vlak voordat hij op 2 november werd gearresteerd: 'Wij zijn vrij van jullie en van wat jullie naast Allah aanbidden. Vrij van jullie wetten, vrij van jullie methodologieën, vrij van jullie valse concepten, vrij van jullie vieze stinkende grondbeginselen.' Vandaag is de eerste pro-formazitting tegen leden van de Hofstadgroep.

Paradijs blijft onzekere zaak voor martelares

AMSTERDAM - Is de opkomst van de vrouwelijke jihadist een teken van emancipatie, of zijn ze slechts instrumenten in de handen van door mannen geleide terreurbewegingen?

In radicaal-islamitische kringen rond het zogenoemde Hofstadnetwerk heeft het idee postgevat dat een vrouw het Tweede-Kamerlid Hirsi Ali om het leven zal brengen. Een moord begaan door een vrouw, uit de doelgroep waarvoor zij zegt op te komen, zal meer impact hebben, luidt de redenering.

Het is een opmerkelijke gedachte, maar niet uniek in de wereld van de radicale islam. Moslim-extremisten hebben in Libanon, Tsjetsjenië en in het Israelisch-Palestijns conflict al eerder vrouwen actief ingezet in de gewelddadige jihad.

De eerste aanslag door een vrouwelijke zelfmoordterrorist waarvan de daad werd geclaimd door extremistische groeperingen was die van

de Tsjetsjeense Hawa Barayev. Zij reed 9 juni 2000 met een auto vol bommen in op het gebouw van de Russische Speciale Eenheid in Alkhan Khala. Bij die actie, waarbij ze zelf ook om het leven kwam, vonden 27 Russische soldaten de dood. Haar laatste woorden waren: 'Ik weet wat ik doe, het paradijs heeft een prijs.' Barayevs daad veroorzaakte een felle polemiek onder radicale moslimtheologen over de vraag of sprake was van een zelfmoorddaad of dat Barayev martelares was. Mannelijke martelaren gaan naar het paradijs en worden daar beloond met 72 maagden, zo wordt hen voorgespiegeld. De vraag was of Barayev met haar zelfmoordactie ook het paradijs verdiende, zoals zij zelf hoopte.

In elk geval waren Tsjetsjeense rebellen er snel bij om Barayevs actie op hun officiële website te betitelen als een moedige daad van een martelares. Uiteindelijk kwamen radicale moslimtheologen tot het oordeel dat zij geen ordinaire zelfmoord had gepleegd, wat niet is toegestaan in de islam.

De fatwa's over Barayev zijn vervat in het document Het islamitisch oordeel over het toestaan van martelaarsoperaties: pleegde Hawa Barayev zelfmoord of heeft ze het martelaarschap bereikt? ' Met haar opoffering heeft ze een geweldig voorbeeld gesteld', stelt het document, dat niet is ondertekend en waarin vrouwelijke jihadisten overigens ook geen mooie beloning in het paradijs in het vooruitzicht wordt gesteld.

Twee jaar later volgde de eerste Palestijnse, Barayevs voorbeeld. De 28-jarige Wafa Idriss liep, omgord met bommen, op 27 januari 2002 een druk winkelcentrum binnen in Jeruzalem. Bij haar actie kwamen zijzelf en een man om het leven en vielen 90 gewonden.

De Al Aqsa Brigades eerde Idriss als een moedige martelares en zet sindsdien vaker vrouwen in als zelfmoordbommen. Hamas weigerde aanvankelijk het voorbeeld van Al Aqsa te volgen, maar ging in januari 2004 ook overstag.

De inzet van vrouwelijke zelfmoordenaressen had, ontdekte uiteindelijk ook Hamas, zowel strategische als propagandistische voordelen. Vrouwen fouilleren is lastiger. In elk geval kunnen ze door mannen, die hen willen controleren op bommen , niet zomaar worden gevraagd hun gewaad op te tillen.

Arabische feministen zijn verdeeld over het fenomeen vrouwelijke jihadist. Is het een teken van emancipatie, eisen vrouwen een prominentere rol op in de strijd 1 u Of zijn ze slechts instrumenten in de handen van door mannen geleide terreurbewegingen?

Ook in Nederland dringen radicale moslima's naar de voorgrond. Volgens bronnen rond het zogenoemde Hofstadnetwerk zijn in de groep inmiddels drie zusters actief 'die zijn als broeders'. Ze doen aan dawa (prediking) en ze scholen zelfs broeders in de radicale leer.

Americans arrest French in Fallujah

American soldiers took 3 French Muslim fighters prisoner after taking the city of Fallujah in November of last year . Among them are a 19 and 22 year old man from Paris the Figaro newspaper reported citing anonymous sources.

PARIJS - Bij de inname van de Iraakse stad Fallujah, in november vorig jaar, hebben Amerikaanse militairen drie Franse moslimstrijders gevangen genomen. Onder hen zijn een 19-jarige en een 22-jarige man uit Parijs, meldde de Franse krant Le Figaro vrijdag op basis van anonieme bronnen.


Het tweetal zou behoren tot een radicale moslimorganisatie die verleden week in Parijs is opgerold. Zij reisden vorig voorjaar met zes vrienden, allen van Noord-Afrikaanse afkomst, via Syrië naar Irak om daar als jihadstrijders tegen de buitenlandse troepen te strijden. Drie van hen zijn daarbij omgekomen. Een vierde zit in een Syrische gevangenis.

De identiteit van de derde gevangene is nog onbekend.

Marginalised Muslims cause concern A year on from the Madrid bombings, fears are growing that the ideological struggle to stop the next generation of militants in Europe is being lost, reports the BBC's security correspondent Gordon Corera.

At Madrid's vast mosque, Mohammed al-Affifi remembers the chilling impact of the 11 March 2004 bombing on community relations.

"The confidence between the Muslim community and the Spanish people is damaged. It's not so easy now for a Muslim person to find a flat. People say how do I know this person isn't a terrorist?"

Spain is not the only country where the atmospherics have changed in the years since 11 September 2001 and especially since the attacks on Madrid.

A report this week found that discrimination and intolerance against Muslims had increased in the last few years and identified growing distrust and hostility with a concern over polarisation in Europe and the growth of the far-right.

In the Netherlands, the impact of the killing of film-maker Theo Van Gogh accelerated growing tensions.

"As the fight against terrorism has been stepped up and the perceived threat of religious extremism has become a major focus of public debate, Muslims have increasingly felt that they are stigmatised because of their beliefs," Aaron Rhodes, executive director of the International Helsinki Federation for human rights, said in a statement.

Beyond Bin Laden

What worries policymakers is that this dynamic is merely fuelling a problem that could lead to the radicalisation of a new generation.

Madrid revealed how the threat from international terrorism had evolved. Those who carried out the attack were not sent out by Osama Bin Laden, but instead came from self-starting, largely autonomous local groups.

British ministers recently said that there had been a shift from seeing the danger coming externally from foreign nationals to seeing a growing involvement of UK citizens in terrorism - and across Europe, there is a concern about a threat which is more dispersed, but also perhaps more dangerous.

"The Madrid attack moved the goal posts beyond Osama Bin Laden and al-Qaeda as a structured organisation," says Magnus Ranstorp from the Swedish National Defence College.

"We have a hard time keeping up with the terrorist individuals and groups who are radicalising a new generation.

"What people are concerned with here in Europe particularly is understanding the recruitment and radicalisation processes, the broader issues of the failure of social integration within many European states (and) preventing the next generation from heading the call that Osama Bin Laden and al-Qaeda have made."

Senior British officials openly say that in many places, the ideological appeal of al-Qaeda remains undiminished.

And both the EU as a whole and member states like the UK have conducted their own studies of what leads to the radicalisation of a small number of young Muslims and their recruitment into violent activity.

The Iraq factor

Foreign policy is a major driver, acknowledges Gijs De Vries, the EU's counter-terrorist co-ordinator.

"There's no question the war in Iraq and lack of process in the Middle East peace process has been exploited by radical propagandists to try and recruit for terrorism. These conflicts therefore are important as tools in efforts to radicalise Muslims."

Intelligence officials believe the conflict in Iraq may be temporarily absorbing volunteers and energy from Europe. But there are also concerns that it is playing a major role in radicalisation, with signs of a new generation of young Europeans going to Iraq to fight.

French counter-terrorism expert Claude Moniquet says the evidence so far of Europeans fighting in Iraq points to a worrying trend.

"We know from the people captured and killed in Fallujah that they were very young - 18, 19 or 20 - which means on 11 September, they were between 14 and 16.

"It's a new generation of jihadists which is just coming out. Before Iraq, usually the average age of the jihadists was between 25 and 30. Now it's 20."

The numbers are not huge, but one concern is that in previous cases like Afghanistan, Chechnya and Bosnia, the fighters who came back to their home countries became key figures in setting up new militant cells.

Gijs de Vries and others believe that a peaceful resolution of international conflicts will be critical to winning the ideological battle.

"An Iraq which is at peace, which is stable and which respects its neighbours can be a powerful force for good in that part of the world. That's why the EU is putting a lot of money towards democratic reform.

"Peace between Israel and the Palestinians would deal a major blow to radical propagandists for terrorist activities, even if by itself it won't eradicate terrorism."

'Ideological battle'

For Mohammed al-Afifi in Madrid, the concern is that the issue of fighting terrorism is being dealt with in a one-sided manner and the ideological battle is being lost, partly because of government policies - whether over Iraq or domestic counter-terrorism.

He argues that the current approach is too simplistic and fails to understand that the issues of injustice and discrimination will only make the fight against al-Qaeda's ideology harder.

"When we are talking now about how to fight terrorism together, it will not only be by police co-operation and international treaties.

"We have to pay attention to what the terrorists say to the people - the injustice - because people can say, 'Why are they treating us this way?'"

Across Europe, tensions remains over how different states balance the aggressive short-term pursuit of terrorists with the longer-term strategy of preventing radicalisation and long term recruitment. A year after Madrid, that task looks harder rather than easier.
